Uno de los eventos más significativos con que el movimiento evangélico cerró el siglo 20 fue el Cuarto Congreso Latinoamericano de Evangelización (CLADE IV), que se llevóa cabo en la sede del Seminario Ministerial Sudamericano (Semisud), en las afueras de Quito, Ecuador, del 2 al 9 de septiembre de 2000, bajo el lema: El testimonio evangélico hacia el tercer milenio: Palabra, Espíritu y Misión. Durante el encuentro se realizaron dieciocho consultas paralelas sobre temas de importancia para la vida y misión de la iglesia. El presente volumen recoge, en once capítulos, las ponencias que se presentaron en la Consulta que, como señal de los timpos, tuvo la mayor concurrencia: "Misión integral y pobreza". A las once ponencias se a añadido el documento final de la Consulta, una síntesis de las conclusiones de la misma. Los capítulos se deviden en cinco secciones, cada una de las cuales abre brecha para la discusión de temas clave para la misión integral al iniciarse el nuevo milenio. --

Drawing on a database of more than one hundred anti-poverty interventions in 47 countries, 'Targeting of Transfers in Developing Countries' provides a general review of experiences with methods used to target interventions in transition and developing countries. Written for policymakers and program managers in developing countries, in donor agencies, and in NGOs who have responsibility for designing interventions that reach the poor, it conveys what targeting options are available, what results can be expected as well as information that will assist in choosing among them and in their implementation. Key messages are: - While targeting 'works' - the median program transfers 25 percent more to the poor than would a universal allocation - targeting performance around the world is highly variable. - Means testing, geographic targeting, and self-selection based on a work requirement are the most robustly progressive methods. Proxy means testing, community-based selection of individuals and demographic targeting to children show good results on average, but with considerable variation. - Demographic targeting to the elderly, community bidding, and self-selection based on consumption show limited potential for good targeting. - There is no single preferred method for all types of programs or all country contexts. Successful targeting depends critically on how a method is implemented. The CD-ROM includes the database of interventions, an annotated bibliography (PDF) and Spanish and Russian translations of the book (PDFs).

The feeling of insecurity is a little known phenomenon that has been only partially explored by social sciences. However, it has a deep social, cultural and economic impact and may even contribute to define the very structures of the state. In Latin America, fear of crime has become an important stumbling block in the region’s process of democratization. After long spells of dictatorships and civil wars, violence in the region was supposed to be under control yet crime rates have continued to skyrocket and citizens remain fearful. This analytical puzzle has troubled researchers and to date there is no publication which explores this problem. Based on a wealth of cutting edge qualitative and quantitative research, Lucía Dammert proposes a unique theoretical perspective which includes a sociological, criminological and political analysis to understand fear of crime.
