The papers contained in this Volume of Proceedings have been collected from an international Workshop entitled 'Mission Design and Implementation of Satellite Constellations' which was held in Toulouse, France, in November 1997. This Workshop represented the first international gathering of the specialists in this currently very active field of research activity. The initiative to organise a Workshop around this theme was conceived during the Congress of the International Astronautical Federation (IAF) in Beijing, China, in October 1996. On that occasion, the IAF explored concepts and possibilities for the conduct of small specialist Workshops and Symposia of current interest. Topical, interesting, and focused themes in the general field of space technology (both theories and applications) will be selected for these Symposia. They aim at offering a dedicated forum at international level for specialists and experts to exchange their views and experiences on recent and future developments within the selected theme. These specialist Workshops and Symposia supplement the comprehensive annual IAF Congresses which cover all aspects of space technology and draw a correspondingly diverse audience.

There are many varied sources of satellite Earth Observation and Remote Sensing data currently in-orbit. However, in general there is a distinct lack of rapid-response data for timely application. This is particularly of value in disaster situations where the value of information rapidly falls as time progresses after the event. Micro-satellite constellations, with their low-cost and low launch costs provide a potential affordable solution to the issue of data timeliness. This researchp roject, supportedb y Surrey Satellite Technology Limited, addressesth e problem of data timeliness through the development of a solution for a micro-satellite constellation to give global daily imaging revisit opportunities at a Ground Sample Distance of 30-40m in Red, Green and Near Infra-Red bands. This thesis reviews existing Earth Observation capabilities to highlight the niche that exists for this mission. It then describes the development of the mission and spacecraft system solution as well as ground segment characteristics. The spacecraft and mission design is taken from a conceptual phase to launch and validation via in-orbit operations. This is the first micro-satellite constellation for Earth Observation, and the first microsatellite solution to addresst he rapid-responsep roblem. Research into potential applications for the image data is also presented, focussing in particular on disaster management applications. Wildfire management applications and flood monitoring are considered in most detail, whilst other potential application areas are addressed in brief. This research clearly indicates that there is much potential for the DMC imagery to add value, over and above the current available Earth Observation data sources, to a number of applications. It is noted that further work should be performed to validate the use of DMC data in any given application.

This book was compiled from contributions given at the 7th IAA Symposium on Small Satellites for Earth Observation, May 4–8, 2009, Berlin (IAA – International Academy of Astronautics). From the 15 sessions for oral presentations and two poster sessions, 52 contributions were selected which are representative for the new developments and trends in the area of small satellites for Earth observation. They re ect the potentials of a diversity of missions and related technologies. This may be based on national projects or international co-operations, single satellites of constellations, pico-, nano-, micro- or mini-satellites, developed by companies, research institutions or agencies. The main focus is on new missions to monitor our Earth’s resources (Part I), and the environment in which our Earth is emb- ded (Part II). Part III deals with distributed space systems, a unique feature of small satellites and in most cases impractical to do with large satellites. Here we concentrate on constellations of satellites with focus on future missions relying on co-operating satellites. For all the new developments and projects we need well e- cated specialists coming from the universities. Many universities included already the development and implementation of small satellites in their curriculum. The u- versity satellites chapter (Part IV) shows the high quality which is already reached by some of the universities worldwide.

Recent studies have shown that distributed spacecraft missions, or constellations, can offer similar performance to monolithic satellite missions for lower cost and less risk. Additionally, recent developments in and implementation of electric propulsion (EP) technologies further the case for the use of constellations because they enable operational possibilities otherwise unavailable to satellites with chemical thrusters by reducing costly fuel requirements. Through more efficient fuel usage, EP allows for wide-scale rendezvous of satellites for refueling/maintenance as well as constellation reshuffling and orbit raising to recover system performance after losing a satellite. With these constellation-wide maneuvers at an operator's disposal, distributed space-craft missions will be able to operate longer and will have more flexibility to adapt and respond to malfunctions in the constellation. This thesis analyzes the performance gains of distributed spacecraft missions that utilize EP by analyzing satellite constellations at both microscopic and macroscopic levels - first, by understanding how payloads of different types, when combined with higher power requirements for EP systems, impact and influence an individual satellite's design and mass, and then exploring how, within a 2D orbital plane, this individual satellite can use its greater endurance to move within the network and influence entire constellation performance. Together, these different levels of understanding provide the necessary framework to effectively design and analyze robust and effective constellations, regardless of mission type. A case study of the OneWeb global internet mission demonstrates that use of currently available electric propulsion technologies can save up to 3000 kg per plane over chemical thrusters and can completely eliminate the need for spare satellites for lifetime failure rates of up to 10%.

CubeSats, a class of small satellite, offer a unique opportunity for training, technology demonstrations, Earth observation, and other space-based research. There has been a recent increase in their design and implementation in private industry. Private industries and agencies have begun to research and implement larger amounts of small satellites working together, referred to as a constellation. CubeSat Constellation missions use multiple satellites to complete complex and challenging tasks instead of one larger satellite. One of the keys to mission success for CubeSat constellation missions is mission scheduling. When implementing a large network of satellites in constellation operation, scheduling becomes a challenge due to the large amount of conflicts that need to be resolved. Conflicts occur when more than one satellite and/or ground resource can be used to complete a task. The following thesis describes and demonstrates an advanced mission scheduling algorithm to schedule Earth observation, data transfer, or relief aid missions. Each type of mission is given a test case and results show the algorithms weighted-sum flexibility to solve multiple mission objectives. The weighted-sums optimization algorithm is used to test if the effectiveness of the chosen design variables (transfer time, age of data, spatial coverage, and temporal coverage) and to test if the blended objective functions are effective. This thesis presents the preliminary results of the mission scheduling and selection of ideal weighting of different objectives for CubeSat constellation missions.

Satellite constellations provide the infrastructure to implement some of the most important global services of our times both in civilian and military applications, ranging from telecommunications to global positioning, and to observation systems. Flower Constellations constitute a set of satellite constellations characterized by periodic dynamics. They have been introduced while trying to augment the existing design methodologies for satellite constellations. The dynamics of a Flower Constellation identify a set of implicit rotating reference frames on which the satellites follow the same closed-loop relative trajectory. In particular, when one of these rotating reference frames is 0́Planet Centered, Planet Fixed0́+, then all the orbits become compatible (or resonant) with the planet; consequently, the projection of the relative path on the planet results in a repeating ground track. The satellite constellations design methodology currently most utilized is the Walker Delta Pattern or, more generally, Walker Constellations. The set of orbital planes and initial spacecraft positions are represented by a set of only three integers and two real parameters rather than by all the orbital elements; Flower Constellations provide a more general framework in which most of the former restrictions are removed, by allowing the use of resonant elliptical orbits. Flower Constellations can represent hundreds of spacecraft with a set of 6 integers and 5 real parameters only and existing constellations can be easily reproduced. How to design a Flower Constellation to satisfy specific mission requirements is an important problem for promoting the acceptance of this novel concept by the space community. Therefore one of the main goals of this work is that of proposing design techniques that can be applied to satisfy practical mission requirements. The results obtained by applying Global optimization techniques, such as Genetic Algorithms, to some relevant navigation and Earth observation space-based systems show that the Flower Constellations not only are as effective asWalker Constellations, but can also be applied to non-traditional constellation problem domains, such as regional coverage and reconnaissance.
