Today, the effect of global climate change is clear to all. It is clearly dangerous in developing countries such as Bangladesh. The industrial revolution caused major changes in technology, socio-economy and cultures in the late 18th and early 19th century, beginning in Britain and spreading throughout the world. The technology dominated economy was mostly dependent on energy produced from fossil fuel, which still holds true today. It is well known that fossil fuel burning has increased the GHGs to the atmosphere, thus creating global warming. Among the GHGs, the concentration of CO2 has been confirmed as the largest. Terrestrial ecosystems are clearly influencing the concentration of GHGs in the atmosphere. Greenhouse gases are constantly entering and leaving the atmosphere. Actively growing trees and other plants absorb CO2 from the atmosphere, combine it with water through photosynthesis and create sugars and more stable carbohydrates. Through this process, trees capture and store atmospheric CO2 in vegetation, soils and biomass products. The Kyoto Protocol, in 1997, explored a flexible mechanism, CDM (Clean Development Mechanism) where Annex I and non-Annex I parties interact for climate change mitigation. Forestry activities have been considered important in the arena of climate change as they act both as a sink and sources of carbon. The purpose of this book is to highlight the means of efficiently reducing global warming through forestry options in Bangladesh and the positive implications of CDM.

The Intergovernmental Panel on Climate change (IPCC) was jointly established by the World Meteorological Organization (WMO) and the United Nations Envir- ment Programme (UNEP) to assess the scientific, technical and socio-economic information relevant for the understanding of the risk of human-induced climate change. Since its inception the IPCC has produced a series of comprehensive - sessment Reports, Special Reports and Technical Papers on the state of the und- standing of causes of climate change, its potential impacts, and options for response strategies. In 1998, Working Group III (WG III) of the ongoing Third Assessment was charged by the IPCC Plenary to assess the scientific, technical, environmental, economic and social aspects of the mitigation of climate change and a series of cross-cutting issues such as equity, development and sustainability. Its mandate was changed from a predominantly disciplinary assessment of the economic and social dimensions of climate change in the Second Assessment Report to an interdisciplinary assessment of the options to control the emissions of greenhouse gases and/or enhance their sinks. One key issue of the IPCC Third Assessment Report (TAR) on mitigation of climate change, which has undergone an extensive review by scientists and governments, is the role of present and future behaviour of individuals, households, private and p- lic companies, public authorities and other stakeholders.

In order to avoid the potentially catastrophic impacts of global warming, the current 3% CO2 global emission growth rate must be transformed to a 1 to 3% declining rate, as soon as possible. This will require a rapid and radical transformation of the world’s energy production and end use systems. The current generation of energy technologies are not capable of achieving the level of mitigation required. Next generations of renewable, low carbon generation and end use technologies will be needed. This book quantifies the mitigation challenge. It then considers the status of key technologies needed to protect the planet from serious climate change impact. Current and emerging technologies are characterized for their mitigation potential, status of development and potential environmental impacts. Power generation, mobile sources, industrial and building sectors are evaluated in detail. The importance and unique challenges for rapidly developing countries, such as China and India are discussed. Current global research and development efforts for key technologies are discussed. It is concluded that it will be necessary to substantially upgrade and accelerate the current worldwide RDD&D effort on both emerging energy technologies and those enabling technologies needed to improve mitigation effectiveness and economics. Climate financing and compensation have emerged as key themes in the international climate mitigtion debate. According to one argument in support of compensation, advanced economies (AEs) have used up much of the atmosphere’s absorptive capacity, thus causing global warming and blocking a similar, fossil-fuel driven development path for emerging markets and developing economies (EMDEs). This paper develops a simple model of a sequential, fossil-fuel driven development process to discuss these issues systematically. The results suggest: (i) AEs have typically a stronger interest in climate change mitigation than EMDEs, (ii) from an equity perspective, compensation is called for only if EMDEs are relatively small; (iii) there can also be an efficiency case for compensation, however, with AEs buying EMDEs out of some of their GHG emissions; (iv) ultimately, a superior option—for both the world’s climate and growth prospects—is the development of clean energy technologies by AEs and their transfer to EMDEs. The latter requires strong mitigation efforts by AEs even if EMDEs fail to play along initially.
