The Green Revolution that transformed irrigated agriculture elsewhere in India had little effect in the rainfed, semi-arid regions. Agricultural productivity remained low, natural resources were degrading, and the people were poor. In the 1980s and 1990s, planners turned to watershed management to develop rainfed agriculture while conserving natural resources. By the late 1990s, India was spending US$500 million a year on watershed development projects. Strategies ranged from the purely technical to those that emphasized social organization. Little systematic analysis exists, however, on the success of the different approaches. This study, based on a survey of 86 villages in Andhra Pradesh and Maharashtra states, attempts to fill that information gap by evaluating the projects' relative success in raising agricultural productivity, improving natural resource management, and reducing poverty. In looking at the question of what approaches enable a project to succeed, it uses both quantitative and qualitative analysis to compare project and nonproject villages before and after the projects were implemented. The authors find that projects involving the villagers in planning and decisionmaking performed better than their technocratic, top-down counterparts, but projects that combined participation with sound technical input performed best of all. All projects faced difficulties in ensuring that poor people shared the benefits of watershed development.

Projects implementation in many Sub Saharan countries are always established to allieviate perceived need. In the case of water, the aim is to provide clean safe water to communities in needs. In most rural areas and in conflict prone areas, such kind of projects face enormous challanges. South Sudan have been in war for decade and sectorian conflict affect many communities living in the rural areas. A number of factors affect the management of community water projects. Some of these risk factors are associated with conflict and continued political unrest in many sub saharan Africa. The most striking ones include competition among water service providers, use sub-standard equipment, political leaders interferences, limited finances, insufficient use of existing policies, incomplete project implementation and poor governance. The book is derived from a study carried in order to identify, analyse and respond to risks arising either positively or negatively that affect the water projects rendering community at risk. A mixed research methods that involved both primary and secondary data sources was used to collect data for this book. A purposive sampling method used utilizing semi-structured questionnaires and interviews in order to collect releveance data and analyze the risks involved in the community water project in South Sudan. Successsful community water projects require holistic approach that should involves all the stakeholders, strengheneing institutional capacity and enactment of better laws and regulations including contract laws. In addition the use of modern business tools and techniques including cost management, operational management, risk management and project management can greatly enhance the performance of the community water projects.

This book introduces the concept of Water Diplomacy as a principled and pragmatic approach to problem-driven interdisciplinary collaboration, which has been developed as a response to pressing contemporary water challenges arising from the coupling of natural and human systems. The findings of the book are the result of a decade-long interdisciplinary experiment in conceiving, developing, and implementing an interdisciplinary graduate program on Water Diplomacy at Tufts University, USA. This has led to the development of the Water Diplomacy Framework, a shared framework for understanding, diagnosing, and communicating about complex water issues across disciplinary boundaries. This framework clarifies important distinctions between water systems - simple, complicated, or complex - and the attributes that these distinctions imply for how these problems can be addressed. In this book, the focus is on complex water issues and how they require a problem-driven rather than a theory-driven approach to interdisciplinary collaboration. Moreover, it is argued that conception of interdisciplinarity needs to go beyond collaboration among experts, because complex water problems demand inclusive stakeholder engagement, such as in fact-value deliberation, joint fact finding, collective decision making, and adaptive management. The focus on results in development agencies has led to increased focus on impact evaluation to demonstrate the effectiveness of development programmes. This book illustrates the broad range of methods available for counterfactual analysis of infrastructure programmes such as establishment, rehabilitation and maintenance of roads, water supply and electrical power plants and grids. Understanding the impact of interventions requires understanding of the context in which the intervention takes place and the channels through which it is expected to occur. For infrastructure interventions it is particularly important to identify the links between the input and the outcomes and impacts because the well-being of people, the ultimate impact, does not change directly as a consequence of the intervention.
