The Commercial and Property Law Research Centre of the Queensland University of Technology is undertaking a review of Queensland's property laws for the Queensland Government. The review includes an examination of issues arising under legislation governing ownership, use and dealings in real property in Queensland including the Property Law Act 1974 and the Body Corporate and Community Management Act 1997 and other community titles legislation. This Issues Paper, which is the final consultation paper to consider body corporate issues, addresses the continuing operation of the Building Units and Group Titles Act 1980 (Qld) with respect to a number of mixed use and resort developments throughout the State. In particular, this Issues Paper considers options for harmonising or replacing the Building Units and Group Titles Act with the Body Corporate and Community Management Act 1997 to bring the developments under the specified Acts under a more contemporary body corporate legislative framework.

Multi-owned properties make up an ever-increasing proportion of commercial, tourist and residential development, in both urban and rural landscapes around the world. This book critically analyses the legal, social and economic complexities of strata or community title schemes. At a time when countries such as Australia and the United States turn ever larger areas into strata title/condominiums and community title/homeowner associations, this book shows how governments, the judiciary and citizens need to better understand the ramifications of these private communities. Whilst most strata title analysis has been technical, focusing on specific sections of legislation, this book provides higher level analysis, discussing the wider economic, social and political implications of Australia’s strata and community title law. In particular, the book argues that private by-laws, however desirable to initial parties, are often economically inefficient and socially regressive when enforced against an ever-changing group of owners. The book will be of particular interest to scholars and legal practitioners of property law in Australia, but as the Australian strata title model has formed the basis for legislation in many countries, the book draws out lessons and analysis that will be of use to those studying privately-owned communities across the world.

This book contains the proceedings of the seventh in a series of biennial conferences on the topic of sustainable regional development that began in 2003. Organised by the Wessex Institute, the conference series provides a common forum for all scientists specialising in the range of subjects included within sustainable development and planning. In order to ensure that planning and development can meet our present needs without compromising future generations, planners, environmentalists, architects, engineers, policy makers, and economists must work together The use of modern technologies in planning gives us new potential to monitor and prevent environmental degradation. In recent years, in many countries an increase in spatial problems has led to planning crises. Planning problems are often associated with uneven development, deterioration of the quality of urban life, and destruction of the environment. The increasing urbanisation of the world, coupled with the global issues of environmental pollution, resource shortage, and economic restructuring, demand that we ensure a decent quality of life for our cities. Other environments, such as rural areas, forests, coastal regions, and mountains, face their own problems that urgently require solutions in order to avoid irreversible damage. Effective strategies for management should consider planning and regional development, two closely related disciplines, and emphasise the demand to handle these matters in an integrated way. The papers in the book cover such topics as: Regional Planning; City Planning; Sustainability and the Built Environment; Cultural Heritage; Environmental Management; Environmental Policies and Planning; Sustainable Tourism; Resources Management; Social and Political Issues; Rural Developments; Sustainable Solutions in Emerging Countries; Transportation; Energy Resources; Environmental Economics; Sustainable Assessment; Sustainable Development Indicators; Sustainability Modelling; Governance; Resilience; Community Planning; Planning for Equality; Quality of Life.

This insightful book showcases a range of design, planning and policy responses to ageing populations and the built environment from across the rapidly changing and dynamic Western Asia-Pacific region. Its chapters demonstrate a clear and increasingly convergent preference for and promotion of ageing in place and the need for collaborative efforts to facilitate this at various scales through policy and practice.
