Ziel ist mitunter das Ausnutzen der relativ guten Marktposition deutscher Unternehmen im Mobilfunksektor, um bei der zu erwartenden Verknüpfung von Internet und Mobilfunk im nächsten Entwicklungsschritt des Computers eine günstigere Ausgangsposition am Markt zu gewährleisten. Eine Facette des gefächerten Förderprogramms ist "Neue Medien in der Bildung", die Ihrerseits mit einem Etat von rund 25,6 Millionen Euro bis Ende 2003 das Förderprogramm "Notebook-University" durchführt. Das im November 2001 gestartete Projekt verfolgt in Abgrenzung zu dem Begriff "Virtuelle Universität" die Erprobung der sich aus der mobilen (ubiquitären) Nutzung moderner Informations- und Kommunikationstechnologien ergebenden Möglichkeiten in Präsenzhochschulen.
