This book documents the growing mobility of international students in the Asia Pacific. International students comprise over 2.7m students and it is estimated by the OECD that this will top 8 million in 2020. The great majority of them are students from the Asian countries who study in the Europe, North America and Asia. In addition countries such as Singapore, Malaysia and Hong Kong are becoming “education hubs” and are proposing to attract international students. Over 42% of international students come from Asia and this is predicted to continue with the strong presence of students from China, India, Korea and Japan continuing. A younger population, a growing middle class and shortages of quality education providers in the Asia Pacific region means that this mobility will be a feature of the future. This book explores questions around the mobility of international students in the context of the global economy and an increasingly competitive trans-national education market. It also explores questions about the experience of international students principally from the Asia Pacific region at a time of increased global insecurity and growing hostile reactions to foreigners in the post September 11th era. This book emerges from empirical work from several research projects funded by the World Bank and several community projects to support international students. The focus is also on the way in which student mobility promotes growing connection within the Asia Pacific, as well as other regions, and provides the foundations for new notions of global citizenships.

Alongside flows of trade and capital, the free movement of professionals, technical personnel, and students is seen as a key aspect of globalization. Yet not much detailed empirical research has been completed about the trajectories and experiences of these highly skilled or highly educated international migrants. What little is known about these forms of "global mobility," and the politics that surround them, contrasts with the abundant theories and accounts of other types of international migration--such as low income economic migration from less developed to core countries in the international political economy. Drawing on the work of a long-standing discussion group at the Center for Comparative and Global Research of UCLA's International Institute, this collection bridges conventional methodological divides, bringing together political scientists, sociologists, demographers, and ethnographers. It explores the reality behind assumptions about these new global migration trends. It challenges widely held views about the elite characteristics of these migrants, the costs and consequences of the brain drain said to follow from the migration of skilled workers, the determinants of national policies on high skilled migrants, and the presumed "effortlessness" of professional mobility in an integrating world. The volume also sheds new light on international student migration, the politics of temporary, non-immigrant workers in the United States, new international forms of regulating movement, and the realities of the everyday lives of multinational employees in the world's transnational cities. Key differences between the regional contexts of this migration in Europe, North America, and the Asia-Pacific are also emphasized.

What role does ‘place’ have in a world marked by increased mobility on a global scale? What strategies are there for representing ‘place’ in the age of globalization? What is the relationship between ‘place’ and the varied mobilities of migrancy, tourism, travel and nomadism? These are some of the questions that run through the ten essays in this collection. The combined effect of these essays is to participate in the contemporary project of subjecting the links between place, mobility, identity, representation and practice to critical interdisciplinary scrutiny. Such notions are not the property of particular disciplines. In the era of globalization, transnationalism and readily acknowledged cultural hybridity these links are more important than ever. They are important because of the taken-for-grantedness of: the universal impact of globalization; the receding importance of place and the centrality of mobile identities. Labor mobility is particularly significant in the case of the GCC; the region is host to around 15 million expatriate workers who generate US $80 billion in annual remittances each year and support an estimated 150 million dependents in their various home countries. However, little research has been conducted to identify and measure the impacts of this phenomenon on migrants’ host countries or countries of origin. Therefore, with a view to contributing to the active engagement of GCC countries in the global dialogue on migration and development, the Emirates Center for Strategic Studies and Research (ECSSR) hosted a special conference, Labor Mobility: Enabler for Sustainable Development, in Abu Dhabi on May 14–15, 2013. The Conference was held under the patronage of H.H. Sheikh Mansour Bin Zayed Al Nahyan, UAE Deputy Prime Minister and Minister of Presidential Affairs, and was jointly organized by the Ministry of Foreign Affairs, the Ministry of Labor, the ECSSR and the National Qualification Authority. It was convened in association with the GCC Council of Ministers of Labor, the Government of Sweden – current Chair of the Global Forum on Migration and Development (GFMD) – the International Organization for Migration and the World Bank. The papers presented at the Conference, compiled in this volume, provide a variety of informed views on labor mobility as an enabler for human, economic and social development. They explore migration policy and governance in the GCC states; the potential for research collaboration between migrant-sending and -receiving countries; the impact of Indian labor migration to the GCC states; the relationship between remittances and economic cycles in home and host countries; and the implications of labor mobility for families and households.
