The Port Authority of New York and New Jersey has morphed in ways that would be unrecognizable to its founders. Its mission evolved from improving rail freight to building motor vehicle crossings, airports, office towers, and industrial parks and taking control of a failing commuter rail line. In its early years, the agency was often viewed with admiration; however as it drew up plans, negotiated to take control of airfields and marine terminals, and constructed large bridges and tunnels, the Port Authority became the object of less favorable attention. It was attacked as a “super-government” that must be reined in, while the mayors of New York and Newark argued that it should be broken up with its pieces given to local governments for their own use. Despite its criticisms and travails, for over half a century the Port Authority overcame hurdles that had frustrated other public and private efforts, built the world's longest suspension bridge, and took a leading role in creating an organization to reduce traffic delays in the New York-New Jersey region. How did the Port Authority achieve these successes? And what lessons does its history offer to other cities and regions in the United States and beyond? In a time when public agencies are often condemned as inefficient and corrupt, this history should provide some positive lessons for governmental officials and social reformers. Examining three interconnected case studies, Tamar Carroll powerfully demonstrates the ability of grassroots community activism to bridge racial and cultural differences and effect social change. Drawing on a rich array of oral histories, archival records, newspapers, films, and photographs from post–World War II New York City, Carroll shows how poor people transformed the antipoverty organization Mobilization for Youth and shaped the subsequent War on Poverty. Highlighting the little-known National Congress of Neighborhood Women, she reveals the significant participation of working-class white ethnic women and women of color in New York City’s feminist activism. Finally, Carroll traces the partnership between the AIDS Coalition to Unleash Power (ACT UP) and Women’s Health Action Mobilization (WHAM!), showing how gay men and feminists collaborated to create a supportive community for those affected by the AIDS epidemic, to improve health care, and to oppose homophobia and misogyny during the culture wars of the 1980s and 1990s. Carroll contends that social policies that encourage the political mobilization of marginalized groups and foster coalitions across identity differences are the most effective means of solving social problems and realizing democracy.

Strangely enough, while the pictures used to illustrate the most recent wave of protests for democracy in North Africa represent mass protest, research on social movements and democratization have rarely interacted. This volume aims to fill this gap by looking at episodes of democratization through the lens of social movement studies. Without assuming that democratization is always produced from below, the author singles out different paths of democratization by looking at the ways in which the masses interact with the elites, and protest with bargaining: eventful democratization, participated pacts and troubled democratization. The main focus is on the first of the paths: eventful democratization, that is cases in which authoritarian regimes break down following-often short but intense-waves of protest. Recognizing the particular power of some transformative events, the analysis locates them within the broader mobilization processes, including the multitude of less visible, but still important protests that surround them. Cognitive, affective and relational mechanisms are singled out as transforming the contexts in which dissidents act. In all three paths, mobilization of resources, framing processes and appropriation of opportunities will develop in action, in different combinations. The comparison of different cases within two waves of protests for democracy, in Central Eastern Europe in 1989 and in the Middle East and North Africa in 2011, allows the author to theorize about causal mechanisms and conditions as they emerge in mobilizations for democracy.

Politicians in Southeast Asia, as in many other regions, win elections by distributing cash, goods, jobs, projects, and other benefits to supporters, but the ways in which they do this vary tremendously, both across and within countries. Mobilizing for Elections presents a new framework for analyzing variation in patronage democracies, focusing on distinct forms of patronage and different networks through which it is distributed. The book draws on an extensive, multi-country, multi-year research effort involving interactions with hundreds of politicians and vote brokers, as well as surveys of voters and political campaigners across the region. Chapters explore how local machines in the Philippines, ad hoc election teams in Indonesia, and political parties in Malaysia pursue distinctive clusters of strategies of patronage distribution – what the authors term electoral mobilization regimes. In doing so, the book shows how and why patronage politics varies, and how it works on the ground.
