Public-private partnerships in education exist in various forms around the world, in both developed and developing countries. Despite this, and despite the importance of human capital for economic growth, systematic analysis has been limited and scattered, with most scholarly attention going to initiatives in the United States. This volume helps to fill the gap, bringing together recent studies on public-private partnerships in different parts of the world, including Asia, North and South America, and Europe. These initiatives vary significantly in form and structure, and "School Choice International" offers not only comprehensive overviews (including a cross-country analysis of student achievement) but also detailed studies of specific initiatives in particular countries. Two chapters compare public and private schools in India and the relative efficacy of these two sectors in providing education. Other chapters examine the use of publicly funded vouchers in Chile and Colombia, reporting promising results in Colombia but ambiguous findings in Chile; and student outcomes in publicly funded, privately managed schools (similar to American charter schools) in two countries: Colombia's "concession schools" and the United Kingdom's City Academies Programme. Taken together, these studies offer important insights for scholars, practitioners, and policymakers into the purposes, directions, and effects of different public-private educational initiatives. Contents of this book include: (1) Perspectives in Public-Private Partnerships in Education (Rajashri Chakrabarti and Paul E. Peterson); (2) Public-Private Partnerships and Student Achievement: a Cross-Country Analysis (Ludger Wossmann); (3) Mobilizing the Private Sector in the United States: a Theoretical Overview (Thomas J. Nechyba); (4) The Practice of Public-Private Partnerships (Norman LaRocque); (5) Public-Private Schools in Rural India (Karthik Muralidharan and Michael Kremer); (6) School-Sector Effects on Student Achievement in India (Geeta G. Kingdon); (7) School Vouchers in Colombia (Assisted by Eric Bettinger); (8) The Public-Private School Controversy in Chile (Cristian Bellei); (9) The Concession Schools of Bogota, Colombia (Felipe Barrera-Osorio); (10) Public and Private Schooling Initiatives in England (Stephen Machin and Joan Wilson); and (11) Education Contracting: Scope of Future Research (Harry A. Patrinos). An index is included.

Businesses, philanthropies and non-profit entities are increasingly successful in capturing public funds to support private provision of schooling in developed and developing countries. Coupled with market-based reforms that include weak regulation, control over workforces, standardization of processes and economies of scale, private provision of schooling is often seen to be convenient for both public authorities and businesses. This book examines how the public subsidization of these forms of private education affects quality, equality and the realization of human rights. With original research from leading experts, The State, Business and Education sheds light on the privatization of education in fragile circumstances. It illustrates the ways in which private actors have expanded their involvement in education as a business, and shows the influence of policy borrowing on the spread of for-profit education. Case studies from Argentina, Bangladesh, Brazil, China, India and Syrian refugee camps illustrate the ways in which private actors have expanded their involvement in education as a business. This book will be of interest not only to academics and students of international and comparative education, but also to education development professionals in both the private and public sectors, with its empirical assessment of case studies, and careful consideration of the lessons to be learned from each.

The American Enterprise Institute and the National Institute of Education commissioned six authors to prepare papers examining the barriers and incentives to private-sector involvement in public schools. These authors include representatives from two corporations, a former school superintendent and academic, a state policy analyst and attorney, and an official from a teachers' union, as well as a public policy analyst. This document reports on the conference at which these authors presented their papers, beginning with introductory remarks concerning the conceptual framework in which the business-school collaboration can be viewed and brief interpretations of the conceptual attitudes of each of the authors. The document then presents transcripts of the introductions made at the conference itself, of the authors' remarks concerning their papers, and of the discussions following the presentation of the papers. The document concludes with abstracts of the six papers presented. The central topics of the six papers and their authors are as follows: (1) conceptual frameworks for thinking about private sector-public school collaboration (Marsha Levine); (2) incentives for the barriers to collaboration from a labor education perspective (Maurice Leiter); (3) a school superintendent's view of business-school relationships (Larry Cuban); (4) legal aspects of business-school relations (focusing on equity); (5) one corporation's commitment to quality education (Susan (Schilling); and (6) corporate responsibility in the context of rapid change (Badi G. Foster). (PGD)

The authors persuasively argue that the present cascade of reforms to public education is a consequence of a larger intention to shrink government. The startling result is that more of public education's assets and resources are moving to the private sector and to the prison industrial complex. Drawing on various forms of evidence-structural, economic, narrative, and youth-generated participatory research-the authors reveal new structures and circuits of dispossession and privilege that amount to a clear failure of present policy. Policymaking is at war with the interests of the vast majority of citizens, and especially with urban youth of color. In the final chapter the authors explore democratic principles and offer examples essential to mobilizing, in solidarity with educators, youth, communities, labor, and allied social movements, the kind of power necessary to contest the present direction of public education reform.

Private Education written by Aelred Samarakoon and has been published by this book supported file pdf, txt, epub, kindle and other format this book has been release on 2007 with Education categories.

Private Education: Issues and Perspectives tracks the origin of education from the mosque, church & temple to the secular state. It explores the advantages and disadvantages of private education whilst stressing the importance of private schools. The role of private education is explained along side with state funded education. The book analyses many varied educational topics such as advocating alternative methods of financing education, justifying why private education should not be abolished in certain countries, advocating governmental aid and encouragement to the private sector of education. The educational problems of a country reflect and focus themselves on human development of children and young people dominated by economic and social conditions. Education brings a wide range of benefits for both individuals and societies. Vast efforts must be made in the next decade to accommodate those seeking education. If this objective cannot be accomplished, we shall be exposed to serious social and political upheavals, which in the final analysis will also affect economic trends in every country. As in any debate on educational financing, discussing the private sector in education issues such as equality, equity, efficiency, democracy and individual development are intertwined. Some questions to be resolved are: . Is the private education sector conforming to these values? . What forms of public assistance should be given to the private education sector? . Could self-help be a method that should be explored by educational planners seeking new methods of educational finance? Through this book, the author's plans are to project the role and importance of Private Education as an alternative to State Education. In addition to myriad explorations, the text compares the advantages and disadvantages of private and public institutions of teaching."

This book will reset the discourse on charter schooling by systematically exploring the gap between the promise and the performance of charter schools. The authors do not defend the public school system, which for decades has failed primarily poor children of color. Instead, they use empirical evidence to determine whether charter schooling offers an authentic alternative for these children. In concise chapters, they address a series of important questions related to the recent ascent of charter schools and the radical restructuring of public education. This essential introduction includes a detailed history of the charter movement, an analysis of the politics and economics driving the movement, documentation of actual student outcomes, and alternative images of transforming public education to serve all children.
