This report defines the social exclusion process by examining long-term unemployment and educational deficiencies in Europe and assessing the scope and effectiveness of the steps taken by the governments concerned to deal with the problem. Chapter I looks at education and prolonged unemployment in six countries that reflect the range of European experience--Belgium, France, Portugal, Spain, Sweden, and the United Kingdom. Chapter II considers the countries individually from the point of view both of the extent of long-term unemployment and of the steps taken to limit its effects. Chapter III outlines the main features of long-term unemployment, while chapter IV reviews the types of measures introduced in the different countries and assesses the impact of national policies. Chapter V looks at the problems associated with lack of education and training and with illiteracy, chapter VI sets the problems in the context of the labor market, and chapter VII in that of economic policy options. The final chapter discusses the relationship between educational deficiencies and long-term unemployment. The aim is to identify both the ways in which social exclusion operates and the role of public policy in this area. (Contains 50 references.) (YLB)

Problems of unemployment and low pay amongst the low skilled and those with little work experience are severe in many OECD countries. Employment-conditional schemes are policy instruments designed to increase the employment prospects of the low skilled as well as to support their living standard. In this paper a simple CGE model is developed to simulate the impact of the introduction of an employment-conditional scheme in four OECD countries. The simulated policy package is graduated on gross earnings with both "phase-in" and "phase-out" regions. The advantage of the CGE approach is to allow assessing the direct and indirect effects of the financing of the policy scheme on both labour demand and supply. The simulations suggest that employment effects on targeted households are significant while the impact on aggregate employment is modest. Furthermore, the cost-effectiveness of the policy package is found to depend crucially on the earnings distribution, the levels of taxes on labour and the existence of a severe unemployment trap.

This paper discusses theoretical aspects and evidences related to designing labor market institutions in emerging market and developing economies. This note reviews the state of theory and evidence on the design of labor market institutions in a developing economy context and then reviews its consistency with actual labor market advice in a selected set of emerging and developing economies. The focus is mainly on three broad sets of institutions that matter for both workers’ protection and labor market efficiency: employment protection, unemployment insurance and social assistance, minimum wages and collective bargaining. Text mining techniques are used to identify IMF recommendations in these areas in Article IV Reports for 30 emerging and frontier economies over 2005–2016. This note has provided a critical review of the literature on the design of labor market institutions in emerging and developing market economies, and benchmarked the advice featured in IMF recommendations for 30 emerging market and frontier economies against the tentative conclusions from the literature.

What circumstances or behaviors turn poverty into a cycle that perpetuates across generations? The answer to this question carries especially important implications for the design and evaluation of policies and projects intended to reduce poverty. Yet a major challenge analysts and policymakers face in understanding poverty traps is the sheer number of mechanisms—not just financial, but also environmental, physical, and psychological—that may contribute to the persistence of poverty all over the world. The research in this volume explores the hypothesis that poverty is self-reinforcing because the equilibrium behaviors of the poor perpetuate low standards of living. Contributions explore the dynamic, complex processes by which households accumulate assets and increase their productivity and earnings potential, as well as the conditions under which some individuals, groups, and economies struggle to escape poverty. Investigating the full range of phenomena that combine to generate poverty traps—gleaned from behavioral, health, and resource economics as well as the sociology, psychology, and environmental literatures—chapters in this volume also present new evidence that highlights both the insights and the limits of a poverty trap lens.
