In this book, the authors examine the governance of marine protected areas (MPA), and in particular they compare two different forms of governance – co-management (CM) and adaptive co-management (ACM). CM is characterized by the decentralization of the decision-making process, incorporating the governed as well as the government. ACM is characterized by the dynamic process whereby co-management decision-making is made continuously responsive to the changing ecological and socio-economic circumstances of the MPA. The authors carry out a comprehensive critical analysis of CM and ACM before applying these concepts to the case study of the Cayos Cochinos Marine Protected Area off Honduras to assess two successive management cycles, 2004-9 and 2008-13. The area was designated as an MPA in 1993, a governmental decision which was met with resentment by local communities. CM was introduced in 2004 to involve these local stakeholders in the decision-making process, but achieved limited success. In an attempt to deal with these deficiencies, ACM was adopted in the second management plan in 2008, but whereas the position of the local communities improved, it tipped the scales too far away from conservation. A third management plan is currently being prepared that promises to strike a better balance between ecological and socio-economic objectives. A central theme of the book is to examine how far the CCMPA adhered to the principles of CM and ACM respectively in its first two management plans.

This book explains exactly what human knowledge is. The key concepts in this book are structures and algorithms, i.e., what the readers “see” and how they make use of what they see. Thus in comparison with some other books on the philosophy (or methodology) of science, which employ a syntactic approach, the author’s approach is model theoretic or structural. Properly understood, it extends the current art and science of mathematical modeling to all fields of knowledge. The link between structure and algorithms is mathematics. But viewing “mathematics” as such a link is not exactly what readers most likely learned in school; thus, the task of this book is to explain what “mathematics” should actually mean. Chapter 1, an introductory essay, presents a general analysis of structures, algorithms and how they are to be linked. Several examples from the natural and social sciences, and from the history of knowledge, are provided in Chapters 2–6. In turn, Chapters 7 and 8 extend the analysis to include language and the mind. Structures are what the readers see. And, as abstract cultural objects, they can almost always be seen in many different ways. But certain structures, such as natural numbers and the basic theory of grammar, seem to have an absolute character. Any theory of knowledge grounded in human culture must explain how this is possible. The author’s analysis of this cultural invariance, combining insights from evolutionary theory and neuroscience, is presented in the book’s closing chapter. In recent years experimental and numerical studies have shown that chaos is a widespread phenomenon throughout the biological hierarchy ranging from simple enzyme reactions to ecosystems. Although a coherent picture of the fundamental mechanisms responsible for chaotic dynamics has started to appear it is not yet clear what the implications of such dynamics are for biological systems in general. In some systems it appears that chaotic dynamics are associated with a pathological condi tion. In other systems the pathological condition has regular periodic dynamics whilst the normal non-pathological condition has chaotic dyna mics. Since chaotic behaviour is so ubiquitous in nature and since the phenomenon raises some fundamental questions about its implications for biology it seemed timely to organize an interdisciplinary meeting at which leading scientists could meet to exchange ideas, to evaluate the current state of the field and to stipulate the guidelines along which future research should be directed. The present volume contains the contributions to the NATO Advanced Research Workshop on "Chaos in Biological Systems" held at Dyffryn House, St. Nicholas, Cardiff, U. K. , December 8-12, 1986. At this meeting 38 researchers with highly different backgrounds met to present their latest results through lectures and posters and to discuss the applica tions of non-linear techniques to problems of common interest. . In spite of their involvement in the study of chaotic dynamics for several years many of the participants met here for the first time.
