La evaluacion del sistema politico democratico en Bolivia se concentra en el periodo 2005-2013. Las elecciones presidenciales que dieron un triunfo al supuesto indigena Evo Morales, tambien estuvieron acompanadas de las elecciones prefecturales, momento en el cual surgieron con particular influencia las demandas autonomicas en la estructura del Estado. Desde entonces, Bolivia estuvo sacudida por presiones enraizadas en intensas movilizaciones indigenas, sindicales, corporativas y autonomicas que planteaban un debate en torno a donde reside, finalmente, la soberania de una democracia. Este libro propone una hipotesis: el sistema democratico boliviano evidencia un deterioro, tanto institucional como ideologico porque grandes porciones de la sociedad civil se decepcionaron con el desempeno que tuvo la democracia, especialmente en el campo economico, la generacion de oportunidades y el alivio a la pobreza. Los conflictos sociales y politicos expresan una permanente rivalidad entre la democracia representativa y otras concepciones democraticas que defienden la integracion politica multicultural, con alternativas de decision sobre la base de instituciones de democracia directa."

The thesis of this original and provocative book is that representative government should be understood as a combination of democratic and undemocratic, aristocratic elements. Professor Manin challenges the conventional view that representative democracy is no more than an indirect form of government by the people, in which citizens elect representatives only because they cannot assemble and govern in person. The argument is developed by examining the historical moments when the present institutional arrangements were chosen from among the then available alternatives.
