The connection between economic growth and the quality of the environment is a popular subject. Since the second half of the 1980s, there has been an increasingly frequent use of the term "sustainable development", to refer to the preoccupation that the production of goods and services may decrease standards of living. It is natural to analyze this question from the point of view of economic models, which may be helpful in at least identifying the main factors behind such preoccupations and perhaps in suggesting policy measures. Indeed, models are useful to discuss some relevant factors, like the structure of production of the economy, the type of preferences and goals pursued by agents, and the elements of uncertainty. This monograph will consider some of these themes: there will be a study of the analytical framework which can be used for the purpose of defining and analyzing sustainability, and some discussion of how to calibrate a restricted version of the model to empirical data. There will be also some analysis about which type of uncertainty should be incorporated into the model, and which objective functions may be useful for policy purposes. Also, there will be discussions about the key variables which should be included, and some description of a general framework.

The author shows that a cleaner environment does not necessarily lead to a lowering of the economic growth rate. The precise conditions under which the short-term growth rate can increase are determined. In another chapter, the costs are assessed that give insight into the way people suffer in the short term when resources are set aside for cleaning-up activities. Whenever a government strives for a cleaner environment its actions may be hampered by the political decision-making process in that it cannot employ its instruments to the fullest extent. The consequences of this for the economic subjects are determined. The gains from cooperation are determined in an international setting where pollution affects more countries. Situations are identified where the benefits of cooperation are negligible or substantial, and, therefore, the need for cooperation will be accordingly low or high. The book ends with a critical discussion about the usefulness of our concept of national income as a measure of welfare and a measure of sustainability.

Policy failures in environment and development have been blamed on frag mented and eclectic policies and strategies. The 1992 United Nations Con ference on Environment and Development, the 'Earth Summit' in Rio de Janeiro, called therefore for an integrated approach in planning and policy making to achieve long-term sustainable growth and development. The Con ference also recognized in its action plan, the Agenda 21, that integrated poli cies need to be supported by integrated information, notably requiring the implementation of integrated environmental and economic accounting by its member States. During the preparations for the Rio Summit, scientists and practitioners of national accounting met in a Special Conference on Environmental Account ing, organized by the International Association for Research in Income and Wealth (IARIW) in Baden, Austria. Their aim was to explore the need for and methodologies of adjusting national accounts for environmental reasons. National accountants had faced mounting criticism that conventional accounting neglected new scarcities in natural capital, as well as the social cost of environmental degradation. The result of their deliberations was a draft manual, later issued by the United Nations Statistics Division (UNSD) as a handbook of Integrated Environmental and Economic Accounting.

This text brings together a collection of 29 papers, authored by over 50 international experts, mostly during the last decade, and previously published in various books and journals. The collection traces the development of key ideas on macroeconomics and the environment. Grouped into five sections, the essays focus on early articles linking the macroeconomy with the environment; general surveys of the relationship between economic growth and environmental degradation, and empirical reviews of the environmental impacts of structural adjustment and other macroeconomic interventions of the past twenty years, especially in developing countries; mathematical models incorporating environmental variables into macroeconomic frameworks, and practical country case studies; the linkages between international trade and the environment; and progress on the greening of the system of national accounts.
