Key messagesMulti-stakeholder forums (MSFs) are increasingly seen as essential for collaboration -- across different levels of government and among multiple constituencies-- due to the growing urgency to address climate change and transform development trajectories.A review of the scholarly literature reveals that more equitable and resilient MSFs require a shift in emphasis away from how to design projects toward designing engagement in a way that addresses a specific situation or context.Designing for engagement combines top-down with bottom-up approaches, starting with a period of research and meetings at upper levels to understand the potential challenges that local project implementers face within the broader context they are encountering.This process is engaged, committed and adaptive, supporting a spirit of co-learning among all actors, building mutual respect and trust over time.This approach has the best chance of resilience in the face of change or challenge, and of leading to equitable outcomes -- and is not fostered by the increasingly short-term nature of donor funding and the emphasis on simple quantitative impact indicators.

Dans les revues systématiques, les paysages sociaux complexes sont trop simplifiés, étant donné qu’on laisse de côté le contexte et le processus qui sont fondamentaux pour la réussite de ces forums multipartites. La méthode de la synthèse réaliste (Realist Synthesis Review ou RSR en anglais) corrige cette lacune et explique les raisons du succès ou de la réussite des initiatives. La méthode RSR a permis d’extraire quatre grands modèles susceptibles de favoriser l’utilisation durable des terres grâce aux forums multipartites, avec pour fil conducteur les axes suivants : durabilité, moyens de subsistance, participation et processus à plusieurs niveaux. Ses résultats révèlent qu’il faut arrêter de considérer le contexte comme un obstacle à surmonter pour la réussite des initiatives et plutôt réfléchir à des modalités de montage correspondant au contexte.

En effet, au lieu de mettre l’accent sur les modalités de montage des projets, il vaudrait mieux réfléchir à la participation en vue de répondre à une situation ou à un contexte spécifiques. Pour mettre la participation au centre du montage, il convient d’associer des approches descendantes et ascendantes, en commençant par une période consacrée à la recherche scientifique et aux réunions aux échelons supérieurs pour comprendre les difficultés potentielles qui peuvent se poser au niveau local aux pilotes de la mise en oeuvre d’un projet dans le contexte général d’un site. Il s’agit d’un processus adaptable qui repose sur la participation et l’engagement, qui favorise un esprit de coapprentissage entre tous les acteurs, et suscite le respect mutuel et la confiance au fil du temps. Cette approche a plus de chance de produire des résultats équitables et d’aboutir à la résilience face au changement ou aux problèmes. By 2050, 95 percent of Earth’s land will be degraded. Already, 24 billion tons of soil have been eroded by unsustainable agriculture (Larbodière et al. 2020). In 2020 alone, over 4 million hectares of primary forest were cleared, up 12 percent from 2019. Global trade, consumption, population growth, and urbanization are driving transformations that, in part, drive the destruction of nature. The 2020 Global Living Planet Index shows a 68 percent drop in populations of monitored species from 1970 to 2016. Such trends are a measure of declining ecosystem health (WWF 2020), and the World Economic Forum ranks biodiversity loss as a top-five risk to the global economy. Clearly, our environment must be high on political and policy agendas — yet too often environmental governance is weak and policy implementation is neglected.
