Excerpt from Modern Germany Her Historians When studying the history of the growth of German Unity, one is struck by the important part played in it by the historians: they were the promoters of that National-Liberal policy which reached its triumphant climax after the victories of 1866 and 1870. They made this policy possible by preparing the nation for it by their doctrines: they became, later, the leaders of that German public opinion which betrayed itself, with such jealous nationalism, in the Luxemburg question. "Without their co-operation," the economist Schmoller said with justice, "the Empire could never have been set upon its feet." Again, Lord Acton said, "They brought history into touch with the nation's life, and gave it an influence it had never possessed out of France; and won for themselves the making of opinions mightier than laws."
