On the Edge of Democracy examines the emergence of democracy in Italy in the wake of World War Two. It examines the nature of the democracy forged in the liminal period after Benito Mussolini, the Duce of Fascism, was removed from government in the summer of 1943. Instead of pouring through institutional accounts, which root the origins of democracy in the establishment of parties and in electoral outcomes, Forlenza focuses on the lived experiences of ordinary people and elites in extraordinary times. Meanings of democracy are not variations of a universal model but emerge as contingent interpretative acts and a symbolization following political and existential crisis under condition of violence and war. On the Edge of Democracy captures a series of key events which saw people torn between going home or staying at the front, between clinging to a disrespected but habitual monarchy or engaging with a republican experiment. It is common for political leaders to claim they have no control over bad outcomes. Indeed, they often cite the arguments of political theorists and public intellectuals as to why: history rushes onward oblivious of human will; force and violence overcome political aims; globalization undermines the actions of national leaders; the bureaucracy sabotages their intentions; bad outcomes are often the unintended result of actions. In Democratic Accountability, Leif Lewin examines these reasons and argues that they are unconvincing. He makes his case by describing and analyzing counterexamples in seven cases, including the prevention of a communist takeover in Europe after World War II, the European Union's preventing another European war, and Margaret Thatcher's taming of the bureaucracy in Britain. In a staunch defense of the possibility for meaningful and profound democratic decision making, Lewin finds that, in fact, not only do political leaders exert a good measure of control and therefore can be assigned responsibility, but the meaning of the functioning democracy is that the people hold their leaders accountable.

The history of modern Italy is characterized by recurrent cultural and political projects of modernity, rejuvenation, and regeneration; projects which often had their roots in a widespread dissatisfaction with social and political reality, and perceived moral corruption. The Risorgimento, the movement leading to Italian Unification in 1861, explicitly linked the quest for national unity to a process of moral regeneration and progress. Later forms of nationalism and the rise of fascism in the first two decades of the twentieth century advocated a spiritual revolution and the moulding of new Italians through war and violence.
