Das Buch liefert einen umfassenden Überblick über die Diskussionsansätze zur Modernisierung der Staatsorganisation und der Kommunalverwaltung im internationalen Vergleich und vertiefend in Deutschland. Kein Zweifel: Das kommunale ABC buchstabiert sich zur Jahrtausendwende in der Grammatik der Betriebswirtschaftslehre. Nicht mehr Allzuständigkeit, (Stimm)bürgerschaft und Gemeindevertretung prägen die heutigen Städte und Gemeinden, vielmehr der Zwang zur Mikroökonomisierung des Verhältnisses zwischen den Akteuren Bürger und Gesellschaft, Politik (Rat) und Verwaltung. Festzustellen ist vorab, dass die globalen Veränderungen, namentlich die Ent-Territorialisierung der Wirtschaftskreisläufe einen neuerlichen Modellwechsel auch auf der kleinsten staatlichen Ebene herbeiführen. Waren die Gemeinden der Frühzeit noch Schutzzonen gegen eine feindliche Umwelt, die Städte des Mittelalters schließlich föderale Barrieren des aufstrebenden Handwerks und urbaner Patrizier gegen den zentralen Führungsanspruch der Fürsten, Bischöfe oder Kaiser, dann läßt sich das Erscheinungsbild der Kommunen während der vergangenen zweihundert Jahre als Projektion fordistischer Produktionsweise fortschreiben: Die Stadt als Sitz industrieller Massenfertigung, mit angeschlossenen Versorgungszentren, infrastrukturellen Gewährleistern und nicht zuletzt sozialstaatlicher Befriedungsfunktion, garantiert durch die Staatsbürokratie. Will man diese Reihe weiterführen, so ließe sich die Globalisierung mit ihren Auswirkungen auf die Bewohner von Städten und Gemeinden hier als lediglich neuer Zivilisationssprung einordnen, sozusagen als logistische Fortführung und als quasi-natürliche Entwicklung. Zwar haben die aktuellen Veränderungen kommunalen Selbstverständnisses, viel vom Charakter eines Paradigmenwechsels, ob sie allerdings auch einen Zivilisationssprung gleichkommen, hin zu einer menschen-gerechteren Organisation des Zusammenlebens darf bezweifelt werden. Zu eindeutig lassen sich bereits jetzt die sich abzeichnenden Modernisierungsgewinner und Modernisierungsverlierer benennen und zu ungeklärt bleiben die checks und balances zur Austarierung von Ungerechtigkeiten, die ja erst mit bürgerlich-rationalen Institutionen Einzug in die lokalen Rathäuser hielt. Die Modernisierung des Staates auf seiner kommunalen Ebene vollzieht sich nämlich keineswegs kostenneutral, auch wenn dies mit dem häufigen Hinweis es handele sich doch "nur" um eine Verwaltungsreform, oft genug unterstellt wird.
