,The papers in this collection, written by a cross-regional group of experts, provide insights into the causes of declining levels of citizen participation and other distinct forms of civic activism in Europe and explore a range of factors contributing to apathy and eventually disengagement from vital political processes and institutions. At the same time, this volume examines informal or unconventional types of civic engagement and political participation corresponding to the rapid advances in culture, technology and social networking. The volume is divided into three interrelated parts: Part I consists of critical essays in the form of theoretical approaches to analysing weakening political participation and citizen estrangement; Part II is dedicated to an exploration of the role and deployment of technologically advanced media, such as the internet, as determinants of changing patterns of political participationist behaviour. Finally, Part III presents findings of empirical research on the issue of political participation. Combining theoretical and empirical perspectives, the book contributes towards a better understanding of the disquieting trend of voter apathy and disenchantment with politics in the context of the ongoing process of European integration, and offers a variety of analytical tools for decoding both the emergence of alternative conceptualizations of citizenship and other forms of meaningful civic and political engagement.

This book presents a reconstruction of the history of well-being on the European continent with special attention to the European Union, as people from Europe have a history of a long-term march towards well-being. It discusses ancient civilizations on the European continent, which have contributed significantly to the features of well-being in contemporary Europe. Following Europe`s success over the past millennium, which brought the continent a unique rise to better well-being it also imposed new challenges for sustaining well-being and alleviating misery. It is shown that Europeans attained a high level of well-being in global comparison, yet their attitudes remained at the same time ambivalent and precarious. Significant parts of the population claim a low well-being and suffer from the difficulties of life. Even though a top ranked area of socio-economic development in the world, this book shows that poverty, inequality and hardship remain stable structural problems which have to be overcome in order to avoid significant restrictions for a broad quality of life. But despite all their burdens and hardships, Europeans are among the most prosperous and privileged people in the world.

Inhaltsangabe:Zusammenfassung: Nach Ersetzung des normativ-analytischen Entscheidungsmodells durch das politisch-administrative findet sich der hohe Grad an Ausdifferenzierung der Gesellschaft nun auch innerhalb der Verwaltung auf: durch vertikale Dialoge zwischen den Leitungs- wie horizontalen Querverbindungen zwischen den Fachebenen trachtet das politisch-administrative Teilsystem danach, spezifisch soziale Steuerungsleistungen zu erbringen. Das funktionale Ineinandergreifen von Politik und Verwaltung verschafft einem politikwissenschaftlichen Rationalitätsterminus Raum, welcher statt der gesetzestreuen Befolgung normativer Inputs die Legitimationsgehalte von Normen anzweifelt und zu Ressourcen effizienter Outputs degradiert. Anders als die Beschränkung auf Gesetzessubsumtionen wird die Opferung des hoheitlichen Geltungsanspruchs nunmehr zugunsten der Kooperation mit dem Bürger bei der (Mit-) Produktion von Verwaltungsdienstleistungen abverlangt. Auf Grund dieser zweckorientierten Rationalität gerät die Legitimität über die Qualität der politischen Herrschaftsstruktur hinausgehend in Abhängigkeit von aktuellen Einstellungen der Bevölkerung. Die fortlaufenden Verständigungsbeziehungen zwischen dieser und dem Staat in der Policy-dimension münden in einen Legitimationsprozess des ständigen Sich-Behauptens. Obwohl dies weg vom traditionell-symbolischen Ort der Volksvertretung hinunter zur politisch-administrativen Entscheidungsebene wandert, ist damit demokratietheoretisch keine Beschneidung der Repräsentation verbunden, weil der Gestaltungsspielraum des Volksvertreters als Politico über die Regierungsgewalt konkretisiert wird und damit ein Kommunikationsnetz zwischen den Gewalten entsteht. Jenes ermöglicht die Herstellung von Responsivität durch Bewältigung aufkommenden Konfliktpotentials auf Verwaltungs- sowie der Rückkopplung flexibler Entscheidungsproduktion zur Parlamentsebene. Die verstärkt kommunikative Miteinbeziehung des Bürgers in Verwaltungsentscheidungen weist insofern Ähnlichkeiten mit der unkonventionellen Beteiligungsformen auf, als letztere tendenziell auch eher zur situationsbezogenen Artikulation von Minderheiteninteressen dienen und damit ein Issue-Publikum ansprechen. Der Zuwachs solcher Partizipationsformen trägt der Wertsynthesetheorie Rechnung, welche einen Wertewandel in der Bevölkerung weg von Pflicht- und Akzeptanz- und hin zu Selbstentfaltungswerten aufzeigt. Jahrhunderts. Bereits im Jahr 1808 soll Napoleon prophezeit haben: "China wird mit einem 'schlafenden Löwen' verglichen. Aber wenn China erwacht, wird es die Welt erschüttern". Ob nun die Symbole Drachen, Elefant oder Löwe verwendet werden, spielt keine Rolle. Entscheidend ist vielmehr, daß beide Staaten seit Anfang der 1990er Jahre ein außergewöhnlich hohes und anhaltendes Wirtschaftswachstum zu verzeichnen haben, das sie - bei dem Ausbleiben großer nationaler oder internationaler Krisen - in einigen Jahrzehnten höchst wahrscheinlich zu Großmächten mit Weltbedeutung machen wird.Die hohe wissenschaftliche und politische Relevanz dieser Arbeit besteht darin, daß, historisch betrachtet, der Aufstieg von Staaten im internationalen System immer sehr konfliktträchtig war, da die etablierten Regional- oder Weltmächte ihre führende Position nicht widerstandslos aufgegeben und den aufstrebenden Staaten überlassen haben. Anfang des 21. Jahrhunderts sind die Vereinigten Staaten von Amerika - nach dem Untergang der Sowjetunion Anfang der 1990er Jahre - die einzig verbliebene Weltmacht, die den Globus nach wie vor militärisch, politisch und ökonomisch dominiert.Das Ziel dieser Arbeit ist es, zuerst zentrale Merkmale der Entwicklungsstrategien Chinas und Indiens herauszuarbeiten und zu beleuchten, welche Rolle die jeweilige Staats-form für die beiden charakteristischen Entwicklungswege spielt. Anschließend wird aufge-zeigt, welche zentrale Stellung die Vereinigten Staaten in der Zeit nach Ende des Kalten Krieges im internationalen politischen und vor allem auch im internationalen ökonomischen System eingenommen haben. Im folgenden Kapitel wird dann untersucht, welche Rolle die Weltmacht USA für die beiden unterschiedlichen Entwicklungsstrategien Chinas und Indiens spielen; es wird ebenfalls analysiert, welcher Natur die geostrategischen Verhältnisse im Dreieck Washington-Peking-Neu-Delhi sind.
