Today, “corruption” generally refers to pursuing personal interests at the expense of one’s responsibilities, the law, or the common good. It calls to mind some official violating their public duty for private gain, suggesting seamy bureaucracies taking payoffs, kickbacks, and bribes. Yet at other times, notions of corruption were rooted in a more expansive view of the causes of people’s behavior and the appropriate ways to regulate conduct. In this understanding, to be “corrupt” meant losing a delicate balance among competing appetites under specific circumstances and in the eyes of peers. Why did a narrower definition of corruption become dominant? Nicholas Hoover Wilson develops a new account of the changing category of corruption by examining the English East India Company and its transformation from a largely commercial enterprise to a militarized offshoot of British empire in the eighteenth and nineteenth centuries. He argues that the modern idea of corruption arose as an unintended consequence of conflicts among company officials and the changing audiences to which they justified themselves in Britain. This new understanding unified an imperial elite at risk of fragmenting into irreconcilable moral worlds and, in the process, helped redefine the boundaries of state, society, and economy. Modernity’s Corruption is at once a novel historical sociology of imperial administration and its contradictions, a fresh argument about the nature of corruption and its political and organizational effects, and a reinvigoration of classic arguments about the nature and consequences of global modernity.

Corruption is once again high on the international policy agenda as a result of globalization, the spread of democracy, and major scandals and reform initiatives. But the concept itself has been a focus for social scientists for many years, and new findings and data take on richer meanings when viewed in the context of long-term developments and enduring conceptual debates. This compendium, a much-enriched version of a work that has been a standard reference in the field since 1970, offers concepts, cases, and fresh evidence for comparative analysis. Building on a nucleus of classic studies laying out the nature and development of the concept of corruption, the book also incorporates recent work on economic, cultural, and linguistic dimensions of the problem, as well as critical analyses of several approaches to reform. While many authors are political scientists, work by historians, economists, and sociologists are strongly represented. Two-thirds of the nearly fifty articles are based either on studies especially written or translated for this volume, or on selected journal literature published in the 1990s. The tendency to treat corruption as merely a synonym for bribery is illuminated by analyses of the diverse terminology and linguistic techniques that help distinguish corruption problems in the major languages. Recent attempts to measure corruption, and to analyze its causes and effects quantitatively are also critically examined. New contributions emphasize especially: corruption phenomena in Asia and Africa; contrasts among region and regime types; comparing U.S. state corruption incidence; European Party finance and corruption; assessments of international corruption rating project; analyses of international corruption control treaties; unintended consequences of anti-corruption efforts. This volume examines corruption and provides tools and that can be utilized to combat it and encourage development. Using Romania as a case study, the authors argue that corruption can be reduced via institutional reforms and effective civic education. Describing various causes and types of corruption, the authors explore the causes and influences that result in corruption and the current political and bureaucratic practices that inhibit social, political or economic reform. The nations of Europe, including Romania, have different civil traditions varying in their intensity, cultural heritage, scope of activity, religious or non-religious affiliation, among other factors. Western Europe has experienced over a century of modern government involvement crowding out the efforts of traditional civil society, while Romania, along with the other Eastern nations of the former Soviet bloc, experienced almost a half-century of systematic efforts by communist regimes to eradicate and control all spheres of voluntary, nongovernmental civil life. Moreover, the inexperience and immaturity of Romanian society in the early transition period after communism, particularly its so-called “entrepreneurial class,” have discredited and abused the concept of civil society, utilizing it solely for tax benefits and selfish purposes. Having had to learn the hard way about some of the key aspects of public administration often taken for granted in other countries more experienced in democratic participation, Romania has most recently made significant progress toward overcoming corruption and implementing reforms and policies that will allow it to participate more fully in the global arena.
