For the veterinarian, monitoring and surveillance represent the best means of ensuring sustainable animal production at a time when consumer demands reflect awareness that many of the hazards associated with food animal production can be minimised or avoided through proper management at the primary production level. Preventive medicine and quality and safety assurance programmes are primarily based on knowledge of the existing strengths and weaknesses of the clients' enterprise and their ability to enact effective intervention measures. Accordingly, the food animal veterinarian relies upon effective monitoring of current performance and herd health status both for the purpose of maximising efficiency of production and providing an assurance that the primary food product meets required health standards in terms of freedom from those agents of concern that have their origin on the farm. These agents include foodborne parasites, pathogenic bacteria, some of which display a resistance to antimicrobial agents, contaminants of environmental origin, as well as chemical and pharmaceutical residues. The more successful these hazards are addressed at the farm, the better the quality and safety of the final product and their marketing possibilities will be. Communication between the primary producer and the food processing industry that facilitates real-time exchange of information on these issues is essential for the practice of preventive medicine at the herd and flock level. Integrated food chain quality and safety control programmes, when linked to such monitoring and surveillance principles in regard to both human and animal health, represent the means of achieving sustainable food animal production on a global scale, in line with the conclusions of WTO and EU. Volume 3 of the "Food Safety Assurance and Veterinary Public Health" series addresses this collaborative approach. Leading international experts from academia, industry and governmental institutions have been identified to deal with the various aspects of this collaborative approach in monitoring and surveillance.

In keeping with a congressional mandate (Public Law 104-484) and the Chemical Weapons Convention, the United States is currently destroying its chemical weapons stockpile. The Army must ensure that the chemical demilitarization workforce is protected from the risks of exposure to hazardous chemicals during disposal operations and during and after facility closure. Good industrial practices developed in the chemical and nuclear energy industries and other operations that involve the processing of hazardous materials include workplace monitoring of hazardous species and a systematic occupational health program for monitoring workers' activities and health. In this report, the National Research Council Committee on Review and Evaluation of the Army Chemical Stockpile Disposal Program examines the methods and systems used at JACADS and TOCDF, the two operational facilities, to monitor the concentrations of airborne and condensed-phase chemical agents, agent breakdown products, and other substances of concern. The committee also reviews the occupational health programs at these sites, including their industrial hygiene and occupational medicine components. Finally, it evaluates the nature, quality, and utility of records of workplace chemical monitoring and occupational health programs.

During the last two decades, the idea of Semantic Web has received a great deal of attention. An extensive body of knowledge has emerged to describe technologies that seek to help us create and use aspects of the Semantic Web. Ontology and agent-based technologies are understood to be the two important technologies here. A large number of articles and a number of books exist to describe the use individually of the two technologies and the design of systems that use each of these technologies individually, but little focus has been given on how one can - sign systems that carryout integrated use of the two different technologies. The earliest work on agents may be traced at least to the ?rst conceptualization of the actor model by Carl Hewitt. In a paper in an AI conference in the early 1970s, Hewitt described actors as entities with knowledge and goals. Research on actors continued to focus on AI with the development of the Sprites model in which a monotonically growing knowledge base could be accessed by actors (inspired by what Hewitt called “the Scienti?c Computing Metaphor”). In the late1970sandwellinto 1980s,controversyragedinAIbetweenthosearguingfor declarative languages and those arguing for procedural ones. Actor researchers stood on the side of a procedural view of knowledge, arguing for an open s- tems perspective rather than the closed world hypothesis necessary for a logical, declarativeview. In the open systemsview,agentshad armslength relationships and could not be expected to store consistent facts, nor could the information in a system be considered complete (the “negation as failure” model). Subsequent work on actors, including my own, focused on using actors for general purpose concurrent and distributed programming. In the late 1980s, a number of actor languages and frameworks were built. These included Act++ (in C++) by Dennis Kafura and Actalk (in Smalltalk) by Jean-Pierre Briot. In recent times, the use of the Actor model, in various guises, has proliferated as new parallel and distributed computing platforms and applications have become common:clusters,Webservices,P2Pnetworks,clientprogrammingonmulticore processors, and cloud computing.
