Severe environmental problems were a key issue in the protests that marked the end of communist regimes in Central and Eastern Europe and the former Soviet Union. This groundbreaking book provides new insights into the interaction between economic policy reforms, environmental protection efforts and environmental conditions in the region's subsequent transition to market-based economies and democratic societies over the past eight to ten years. The unique contribution of the book is its synthesis of a vast amount of information and cumulative experience together with detailed examples and case studies to provide a coherent analysis of the challenges and achievements in institutional strengthening and policy reform, environmental policy instruments, environmental financing, and environmental management in enterprises. It also reviews the development of domestic public participation and international co-operation for the safeguarding of the region's environment and discusses trends in industrial pollution and biodiversity protection. The book shows that economic reforms provided a crucial stimulus for environmental improvement, leading to reductions in high pollution levels. Moreover, several countries have strengthened their domestic environmental policies, institutions, and financing, resulting in further improvements. Nonetheless, many serious problems remain, and others have grown worse over the transition period: in many countries of the former Soviet Union in particular, economic crises and political stagnation have impeded environmental protection efforts. Continued partnerships between governments of the region, OECD donor countries, international financial institutions and organisations, environmental NGOs, businesses and trade unions, as well as public support for these, will be essential to reinforce the environmental improvements achieved thus far.

This book examines cooperation between the United States and Europe on a range of global issues. With the Soviet threat no longer a unifying factor, the transatlantic partners have sought a new basis for acting together in the post-Cold War era. The conditions and strategies that determine the success or failure of cooperation in: restructuring relations with the East; countering the threat of weapons proliferation; dealing with so-called 'rogue' states; and managing the global economy, are explored.

A behind-the-scenes look at how the United States aided the Velvet Revolution Democracy's Defenders offers a behind-the-scenes account of the little-known role played by the U.S. embassy in Prague in the collapse of communism in what was then Czechoslovakia. Featuring fifty-two newly declassified diplomatic cables, the book shows how the staff of the embassy led by U.S. Ambassador Shirley Temple Black worked with dissident groups and negotiated with the communist government during a key period of the Velvet Revolution that freed Czechoslovakia from Soviet rule. In the vivid reporting of these cables, Black and other members of the U.S. diplomatic corps in Prague describe student demonstrations and their meetings with anti-government activists. The embassy also worked to forestall a violent crackdown by the communist regime during its final months in power. Edited by Norman L. Eisen, who served as U.S. Ambassador to the Czech Republic from 2011 to 2014, Democracy's Defenders contributes fresh evidence to the literature on U.S. diplomatic history, the cold war era, and American promotion of democracy overseas. In an introductory essay, Eisen places the diplomatic cables in context and analyzes their main themes. In an afterword, Eisen, Czech historian Dr. Mikuláš Pešta, and Brookings researcher Kelsey Landau explain how the seeds of democracy that the United States helped plant have grown in the decades since the Velvet Revolution. The authors trace a line from U.S. efforts to promote democracy and economic liberalization after the Velvet Revolution to the contemporary situations of what are now the separate nations of the Czech Republic and Slovakia.

Smuggling Armageddon looks at one of the most troubling international concerns of the 1990s and beyond: the illegal trade in nuclear materials that has erupted in the Newly-Independent States (NIS) and Europe since the collapse of the former Soviet Union. Rensselaer Lee raises the seldom-asked question of whether such traffic poses a threat of consequence to international security and stability while showing readers a Russia beset with a variety of criminal proliferation channels, increasingly sophisticated smuggling operations, and nuclear stockpiles with breached security. Smuggling Armageddon is sure to provoke controversy and raise the specter of nuclear destruction once again.
