Annotation Showcases improvements in environmentally sustainable development indicators by using them to analyze policy-oriented issues. The World Bank is both a compiler and a user of environmentally sustainable development (ESD) indicators. Although the Bank is more a user than a compiler of indicators in general, it believes in ensuring proper communication between users and compilers, especially for users who are policymakers. It is essential that policymakers have at least rough indicators of whether environmental conditions are improving or deteriorating in broad areas of concern. This report showcases improvements in ESD indicators by using them to analyze policy-oriented issues. The report examines issues in developing indicators that are understood by compilers and users, including definitions, methodology, and practical considerations. It addresses the gray area where physical indicators of environmental conditions blend into policymaking and proposes a change in the role of national accounting, where poor measurement of environmental aspects can send distorted signals to decisionmakers.

This volume is part of a recently completed research project at the World Bank that reviewed the macroeconomic experience of 18 developing countries from the mid-1960s. The period encompassed two oil shocks, two world recessions, a sharp rise in world interest rates, the debt crisis, and changes in exchange rate regimes. In this context, Colombia provides an almost unparalleled example of steady long-term economic growth despite external shocks, political crises, civil strife, reliance on a single, dominant commodity (coffee), and the rising importance of illicit drugs in the economy. Courting Turmoil and Deferring Prosperity looks at how Colombia managed to avoid major prolonged economic crises against all odds. Its economy has confronted several external and internal shocks from the mid-1960s, mainly due to the country's reliance on exports of coffee, the price volatility of which can greatly affect the economy. The period also witnessed major policy changes, including a long-term shift from an essentially inward-oriented development strategy, based on industrialization through import substitution, to an outward-oriented, export-led strategy. The authors' analysis differs from most existing literature on the Colombian economy in two important ways: it evaluates policy responses to shocks in terms of their success in achieving short-run stabilization, as well as their impact on long-run growth; and it explores the intimate links between economic policies and the specific political and social ideologies, institutions, and structures in Colombia that have historically conditioned government policymaking. The report also highlights the role of prudent macroeconomic policies for crisis avoidance and analyzes the links between fiscal policy, trade policy, and exchange rates.

Policy failures in environment and development have been blamed on frag mented and eclectic policies and strategies. The 1992 United Nations Con ference on Environment and Development, the 'Earth Summit' in Rio de Janeiro, called therefore for an integrated approach in planning and policy making to achieve long-term sustainable growth and development. The Con ference also recognized in its action plan, the Agenda 21, that integrated poli cies need to be supported by integrated information, notably requiring the implementation of integrated environmental and economic accounting by its member States. During the preparations for the Rio Summit, scientists and practitioners of national accounting met in a Special Conference on Environmental Account ing, organized by the International Association for Research in Income and Wealth (IARIW) in Baden, Austria. Their aim was to explore the need for and methodologies of adjusting national accounts for environmental reasons. National accountants had faced mounting criticism that conventional accounting neglected new scarcities in natural capital, as well as the social cost of environmental degradation. The result of their deliberations was a draft manual, later issued by the United Nations Statistics Division (UNSD) as a handbook of Integrated Environmental and Economic Accounting.
