This FFS Guidance Document focuses on the process and critical decisions that are necessary when starting a new FFS programme, and guides the reader through the essential steps required to establish a solid basis for such programmes, in tune with the specific local conditions. This study is motivated by the idea that even though participatory monitoring and evaluation (PM&E) is widely accepted as a tool to manage development programs to be effective, its application is widely constrained by its high start-up resource requirements in terms of both finance and time. However, this paper argues that after the initial investment is made, the payback from using PM&E is much higher both in terms of grassroots-level learning, empowerment, and capacity building and in terms of higher-level strategic decision making which enhances impact. This is demonstrated using field-level experience of implementing PM&E in farmer field schools (FFSs) under the Agricultural Services Support Program and Agricultural Sector Development ProgramLivestock (ASSP/ASDP-L) program in Zanzibar, Tanzania. After describing the major steps followed in designing and implementing a PM&E for FFSs, the major lessons learned and challenges faced in the process are discussed. The study found out that PM&E has enabled the tracking of technology uptake and reasons behind adoption and nonadoption of technologies through detailed data collection. This informed and improved decision making at a higher level to design feasible methods to scale up adoption at other FFSs and to devise solutions for nonadoption. The need for incentives to undertake PM&E was found to be one of the major challenges of implementation, among others.

The Food and Agriculture Organization of the United Nations (FAO) developed this guidance note to assist FFS master trainers and facilitators bring about climate change adaptation in FFS. The guide provides key information on how the climate is changing, and how these changes are impacting the agricultural (crops and livestock), aquaculture and agroforestry systems of smallholder farmers. The note provides guidance to FFS practitioners so that they can better work with individual farmers and communities – using a “climate change lens” – in identifying, testing and adapting new practices that respond to changes and variability in local weather. The guide is not intended as a textbook on climate change but is prepared for easy understanding of basic concepts of climate change to support the interpretation of climate information in specific farming contexts and steps that FFS facilitators “must know” in starting FFS programmes that respond to climate change challenges.

Multi-actor agricultural innovation platforms (MAIPs), as models for inclusive and collaborative innovation, are increasingly deployed in farmer communities to solve the last-mile bottleneck, namely, the empowerment of smallholder farmers and value chain actors to access innovation and services to drive field-level change. Facilitators play a critical role in establishing and operating MAIPs, stimulating interactions among MAIP actors and thereby supporting co-innovation and co-learning processes. They are usually specialized MAIP actors (e.g. researchers, extension agents, agricultural educationists, brokers, NGO activists, traders and processors). Qualified MAIP facilitators, as value chain intermediaries and coordinators, are required to have strong facilitation skills and relevant technical background. They are normally trained through training of MAIP facilitator courses or through the implementation of a MAIP. This handbook aims to support MAIP facilitators to establish and operate MAIPs. It summarizes the experience of the MAIPs in persimmon, hazelnut and honey value chains that FAO implemented as part of the European Union-funded project “Development of sustainable and inclusive local food systems in north-west region of Azerbaijan (GCP/AZE/014/EC)”, the “Tropical Agricultural Platform Agricultural Innovation System (TAP-AIS)” project implemented in Malawi, and the Science and Technology Backyard (STB) initiative led by the China Agricultural University (CAU). It also draws on the experience of the training course “Training of master trainers for establishing and operating Multi-actors Agricultural Innovation Platforms” co-organized by FAO and CAU on 11–15 July 2023.

This guide is aimed to propose a holistic, systemic, and easy-to-use methodology that is multiscalar, multisectoral, and multidimensional for the M&E of public EAS systems to help identify gaps and pathways to strengthen and reform the public EAS system. It starts with analyses of the common objectives, subject, challenges, lessons learned, and prospects of the existing M&E systems and expounds on the logical framework, rationale and objectives of the proposed M&E methodology from a multistakeholder perspective. Then it proposes M&E frameworks at the national and grassroots levels following such order as the introduction, key M&E elements, indicator framework, and operational framework. Next, it looks at the issues of data sources, data collection, and capacity building, focusing on the institutionalization of the M&E system in the public EAS. Finally, it introduces the commonly used tools and methods of data analysis, focusing on the weighting of indicators, scoring methods, and integrated analytical frameworks.
