This study report presents the process of development a tool for assessment and evaluation of sustainable urban transport systems in cities in the Asia-Pacific region. The report explains and illustrates how the Sustainable Urban Transport Index (SUTI) was developed. It outlines the development of a conceptual framework based on existing literature and policies on sustainable development and transport, including the Sustainable Development Goals. The report illustrates the process of identification, review and selection of indicators related to urban transport. It also elaborates the ways to normalize the indicators, weigh and calculate the elements of index. The conceptual framework, process of selection of indicators and development of the index was reviewed by two group of experts who attended the expert and regional meeting in Kathmandu and Jakarta.The sustainable urban transport index (SUTI) is based on ten indicators representing, transport system, social, economic, and environmental dimensions of sustainable urban transport. SUTI can describe key aspects of sustainable urban transport for Asian cites and help summarize, track and compare the performance of Asian cities with regard to sustainable urban transport systems and services. The report also include description of ten indicators with regards to relevance, definitions, measurement units, range of empirical values for normalization, and data sources. Based on SUTI analysis a city can consider policies and measure to improve urban transport system. It is expected that SUTI could be a useful tool for cities to assess the achievement of the related Sustainable Development Goals (SDGs), more specifically target 11.2. As part of SUTI an Excel SUTI data sheet has been developed for analysis. Entering data for all ten indicators will calculate SUTI, generate a spider diagram and allow a review of the city’s overall state of urban transport as well as performance against each indicator.

Rural transport is a lifeline for roughly 50% of the world’s population. It supports the movement of essential goods into rural areas, such as inputs to agricultural production, as well as the movement of goods out of rural areas, such as food and forestry products heading for urban markets. Improving rural connectivity is a concern not only of local level government, but also those agencies responsible for national, state and other transport network levels. In view of ESCAP’s historical involvement in regional transport agreements, the Ministerial Conference on Transport at its third session in 2016 mandated the ESCAP secretariat to develop a policy framework to improve rural transport connectivity to these regional networks. Against this background, this publication aims to stimulate a wider discussion on what governments can do to enhance rural transport connectivity to higher level networks, and in doing so, thereby make their rural transport networks more effective conduits for socioeconomic development. The study has provided a conceptual framework for rural transport connectivity, described the concepts about the “vertical” connectivity, rural transport connectivity within planning and policy frameworks, the concept of hierarchy from "Growth Point" to "Rural Hub", rural infrastructure connectivity policies, institutional aspects and the concept of integrating connectivity into the investment prioritization process as well as the need for measuring and monitoring rural transport connectivity. The study has provided a few recommendations including to increase investment in rural transport connectivity, including rural transport services and transport nodes, strengthen rural road asset management, increase efforts to monitor rural transport connectivity, including the data for use of the Rural Access Index, Strengthen inter-departmental coordination, Improve coordination between international organizations, governments and other stakeholders as well as to strengthen research on the rural transport.

Investment in infrastructure is essential for promoting economic growth, and while countries in Asia have enjoyed higher rates of gross domestic product growth in recent years, the region remains severely deficient in the scale and quality of sustainable infrastructure. Moreover, population growth and climate change continue to put increasing pressure on the need for strategic and farsighted development, calling for policy makers to reevaluate infrastructure governance to ensure sustainable economic growth. Currently, in developing Asia, most investment in infrastructure comes from the public sector. However, with growing fiscal deficits and other budgetary constraints, it is essential to develop alternative sources of investment for infrastructure projects. This presents opportunities to tap into the private sector, which can play an instrumental role in minimizing the funding gap through the development of stronger, more transparent public–private partnerships (PPPs) and incentivizing sustainable infrastructure investment. This book provides a scholarly discussion on the importance of PPPs and approaches to unlock private participation in infrastructure investment based on lessons from across Asia. Among the proposed schemes are government tax incentives, development-based land value capture strategy under PPP land pooling, Viability Gap Funds, Project Development Facilities, and other guarantees. The book aims to assess the impacts and future of sustainable infrastructure investments and examines the role of governments in mobilizing financial resources and new models for unlocking private investment in sustainable infrastructure.
