Excerpt from Montana Fish and Game Commission Biennial Report, 1935-1936 The Fish and Game Commission is not unmindful of its responsibilities to secure to this and future generations an economic and recreational resource of no small moment. This report will carry a full and detailed account of the activities, finances, programs and recommendations which it is hoped will be of some value in emphasizing the enormity of the task, the responsibilities of all interested in Montana's welfare and the benefits which will accrue with realization and accomplishments of the wildlife program. In order to properly administer the affairs of the Department, the Com mission this year set up five divisions - Administrative, Fisheries, Game Farm, Game Bird and Animal and Enforcement. A budget was made with every consideration given to the importance and duties of each unit. This, it is expected will make for better operation and properly protect the development of one phase of the program at the possible expense of another - the interests of the angler, bird hunter and big game hunter developed on an even keel. Following is a review of the activities of each division during the biennial period, with the recommendations to be treated collectively in a separate report to permit more comprehensive appreciation of their needs. Excerpt from Biennial Report of the Montana Fish and Game Commission: May 1, 1958 April 30, 1960 Because of the complex unity of animals, plants, soils, and waters. It is impossible to manage wildlife without becoming involved in the affairs of other resources. It is impossible for any one person to gain in a lifetime a mastery of all resource information. Further, the ability to manage nature's products is not inherent, but comes only after years of study and experience. This points out the critical need for well trained men to direct and control the use of such a valuable heritage. It is common knowledge that the proper use and control of te sources involves in a great part the management of people. Any pro gram that does not have public support is doomed to eventual failure. Sentiment, prejudice, and desires for personal gains are human traits that must be understood and overcome. Consequently, an intensive and well rounded program of public information and education is a must in Fish and Game activities. Excerpt from Biennial Report of the Montana Fish and Game Commission: May 1, 1960 April 30, 1962 In order to better fish and game administration, Montana has been divided geographically into seven administrative districts. Each district includes a fish and game headquarters that provides storage and office space. The head quarters are focal points for operations within the respective districts. Under the district system public service is improved while at the same time field travel is minimized. Supervisory personnel within the districts are directly responsible to their division chiefs in Helena. The supervisory personnel also operate as a staff on the district basis. This staff reports to the fish and game director through an appointed chairman. About the Publisher Forgotten Books publishes hundreds of thousands of rare and classic books. Excerpt from Montana Fish and Game Commission Biennial Report: May 1, 1964 April 30, 1966 Deer hunter success remains high but suffi cient hunting pressure is not available from resident hunters to achieve and maintain the needed reduction of deer. It appears that Montana sportsmen do not support the lower hunting success associated with reduced deer populations needed to allow improvement in range forage conditions. A number of deer ranges have had winter forage destroyed or suffered a great reduction in the forage supply. It is forecasted that more ranges will lose their ability to support deer and be added to this list of depleted ranges unless deer are reduced and kept at a low level. There is a great demand for deer, but the resource cannot be increased or even maintained on the growing number of deteria rated ranges. This problem must be solved and deer ranges perpetuated to have sufficient deer for future generations to enjoy. Excerpt from State of Montana, Biennial Report of the Fish and Game Commission: For May 1, 1942 April 30, 1943; And May 1, 1943 April 30, 1944 It is interesting to note that in the past century and a half Montana has passed through a period of unbelievable abundance of game animals followed by slaughter and the resultant scarcity verging in some cases on extinction. There then followed the slow process of building back this depleted resource. We are still engaged in the latter phase of game management. Excerpt from Biennial Report of the State Game and Fish Warden and Montana State Fish Commission of the State of Montana, 1911-1912 Since the last biennial report of this department, the game conditions of Montana have remained in a fairly satisfactory state, but the time has now arrived when it is necessary for a radical change in many of our laws, otherwise, there will be a notable decrease of our game animals from this time on. This Opinion is based upon close observation and reports of conditions from all sections of the state. The reasons for this belief, and the necessary proposed amendments, will be set forth in the following pages. Excerpt from State of Montana Biennial Report of the Fish and Game Commission: For May 1, 1946 April 30, 1947; May 1, 1947 April 30, 1948 A statewide investigation of the mountain goat was conducted dur ing the biennium. The possibility that this rare big game animal was not holding his own as well as other species under present-day hunting pressure makes this work of particular value. Several current changes in the hunting regulations have been based upon the findings of this project. The capture of big game in areas of abundance and its release in desirable areas is becoming one of the most important phases of management. Excerpt from State of Montana Biennial Report of the Fish and Game Commission: For May 1, 1944 April 30, 1945; May 1, 1945 April 30, 1946 Demands of the resident sportsman and non-resident sportsman for more fish and game is ever on the increase. Methods of transporta tion to and from hunting and fishing grounds, as well as the methods of taking fish and game, are becoming more and more efficient. The problem that confronts Montana sportsmen and the Fish and Game Commission is to conserve our present supply of wildlife and to provide means of increasing our game fish populations and certain species of game animals and game birds in habitats which have the carrying capacity and room for an increase Without upsetting existing stable economic land use pro-grams. To meet this problem the Commission necessarily must expand its program to propagate, administer and conserve wildlife in proportion to the demand. There is, therefore, a need to provide an increase in revenue to finance such a program and to compensate for the decline in the purchasing power of the dollar. This report of the Fish and Game Commission for the biennium presents some of the accomplishments of our game management pro gram, and calls attention to some of the needs and recommendations to further the program.
