Seconded by Mr. Moore. Carried. Mr. Hill read a letter from J. M. Bresnahan, manager of the Midland Em pire Fair, complimenting the Commis sion on their fish and game display at the fair, and asking them if they could erect a building for future displays of the Department on the Billings fair grounds. Mr. Hill read his answer thereto, wherein he had stated that as our exhibit is an attraction to the fair, it seems to me that it would be no more than fair that a building be con structed for this purpose by the fair association. Motion by Mr. Wilson: I move that we go on record as supporting the con tention of the state game warden rela tive to the construction of buildings for our fair exhibits at any points in the state. Seconded by Mr. Moore. Carried. Mr. Hill read the correspondence he had had with J. H. Carmichael of Augusta. Mr. Carmichael had saved an elk from starvation and had taken care of it. He desires to ship the elk to the Everett City Park, Washington, for display. Motion by Mr. Wilson: I move that we allow Mr. Carmichael's request. Seconded by Mr. Moore. Carried. Mr. Marlowe read a letter from C. E. Miller, curator for the museum at Hays, Kansas, State Teachers' College, requesting permit to take a moose from Montana for his museum. For the last two years forest officers have been taking notes on this matter. Reports for both seasons indicate clearly that the sheep are not responsible for the shortage of these birds. Forest officers have established the fact that the eggs of grouse are laid and hatched and the young have left the nests long before the sheep reach the grazing grounds in the high ranges where the grouse are found. There is a feeling that this scarcity of grouse is due to other causes - perhaps some unknown disease, or, what is considered as more likely. Excerpt from Montana Wildlife Bulletin, Vol. 1: March, 1944 Know Your Department. It has been thought that a brief outline of the work thus far accomplished would be worthwhile at this time. In drawing up the original program, the Commission placed a considerable amount of emphasis on surveys for the first two years, or during the initial period of the work. This was necessary in order that a reliable fund of basic information might be obtained. Upon this frame work, a worthwhile development program is now being built up. It is often asked just what sort of information is obtained by wildlife surveys. First of all, it is obvious that in order to properly manage any species of wild life, a great many important questions must be answered. For example: How many of a certain wildlife species are there on the particular range in question? What is the sex ratio? Is this the most desirable ratio? What is the annual increase? How is this annual increase affected by hunter kill, predators, winter loss or parasites and disease? Is distribution desirable or faulty? If faulty, how can it be bettered? In what condition is the forage on which this species depends? If it is degenerating, what can be done to bring it back? If under-used, what can be done to increase the game to the proper carrying capacity of the range? What other types of land use does this area support? What conflicts, if any, exist? Are any adjustments necessary? What development projects may be carried out on this area to better wildlife conditions? Excerpt from Montana Wild Life, Vol. 1: June, 1928 On Flint Creek just above the lake the Commission constructed the traps and runways for handling thousands of trout that abound in the lake. Into these traps the fish must come when the call of nature takes them upstream to spawn. These trout are from 16 to 30 inches long, averaging about 20 inches. Of all varieties the rainbow grow the largest. In the waters of Flint Creek one sees them by the hundred and it's a sight worth making the trip to see. After entering the runways the trout are seined and placed in handling traps. Two traps are necessary for handling the large number that come from the lake. From two to four men work at each trap. They don waders and slick ers, use a glove on their left hand to hold the fish, and go right in among them. The fish are placed in a handling box with a dip net and the men select one of the females for stripping. Holding the fish by the tail the expert swings the head under his right elbow then presses the belly from head toward the tail. If ripe, the eggs are brought forth and caught in a pan. When a quart or so of eggs are taken, a male of the same species is taken and milt for fertilizing the eggs is caught in the same pan. With their fingers the experts stir the eggs thoroughly, mixing them with the milt. The eggs are then washed and placed in buckets or cans. Eggs from different varieties are kept separate. After watching this operation the casual visitor begins to wonder about the efficiency of the system. One hears expressions from many leading to the inference that the facts are not of gen eral information. Summing the ques tions it's like: Why all this? So they think they are improving on Nature?
