The principal has to arrange the form/executing operational standard of each school to eliminate fragmentation. Third, The development of the available source needs better planning usage and improvement to support the execution more effective and efficient management. Fourth, Management audit system Improvement of the teacher/tutor competence and quality in every school. In his case, every principal has to improve the message quality that is addressed to the teacher/tutor through the comprehension of "what, why, when, where and how" about the management on the teacher/tutor competence improment so it will be more obvious.
