"America's constant push to make its colleges and universities more efficient and more accountable is not a new phenomenon. Indeed, in Other People's Colleges, Ethan Ris argues that the reform impulse is baked into American higher education. For well over one hundred years, elite reformers have called for sweeping changes in the sector and raised existential questions about its sustainability. Colleges and universities have responded with a combination of resistance and acquiescence. The end result is a sector that has learned to accept top-down reform as part of its existence. When that reform is beneficial (offering major rewards for minor changes), colleges and universities know how to assimilate it. When it is hostile (attacking autonomy or values), they know how to resist it. In the early twentieth century, the "academic engineers," a cadre of elite, external reformers from foundations, businesses, and government, worked to reshape and reorganize the vast base of the higher education pyramid. Their reform efforts were largely directed at the lower tiers of higher education, but their efforts fell short, despite their wealth and power, leaving a legacy of successful resistance that affects every college and university in the United States. Today, another coalition of business leaders, philanthropists, and politicians are again demanding efficiency, accountability, and utility from American higher education. But top-down design is not destiny. Today's reform agenda in higher education should not be viewed as a new existential threat. It is a longstanding fact of life to be assimilated, diverted, or subverted on an ongoing basis"--

When Charles Proteus Steinmetz (1865-1923) died suddenly at the height of his fame, his face was as familiar to Americans as that of Babe Ruth, Henry Ford, or Jack Dempsey. Newspapers quoted his views on religion, politics (he was a Socialist), science, and future technological wonders. All were intrigued by the Horatio Alger tale of the penniless, hunchbacked German immigrant who rose to fame as the Wizard of Science, chief engineer at General Electric, and symbol of the new breed of scientists who daily surpassed the feats of Thomas Alva Edison. This intellectual biography follows Steinmetz from his education in Germany to his rise as General Electric’s chief consulting engineer. Steinmetz obtained nearly 200 patents; he made his most important contributions in electrical energy loss (or hysteresis), the understanding and wider use of alternating current, and high-voltage power transmission. General Electric became Steinmetz’s home, his identity, and a platform from which he stepped onto the wider stage of world affairs. As leader of the American Institute of Electrical Engineers, Socialist councilman in Schenectady, New York, and part-time professor at Union College, Steinmetz attempted to “engineer” society in the direction of a technocratic utopia by promoting welfare capitalism, Lenin’s electrification of the Soviet Union, and other schemes — all with limited success. In a life filled with contrasts, perhaps even Steinmetz himself, a prominent Socialist serving as chief engineer of a major corporation, was not always able to separate the myth from the man. At no other time in American history had labor unrest been more evident than the period immediately after World War I. Robert H. Zeiger here recounts the labor problems that faced the Republican administrations of Presidents Harding and Coolidge—massive strikes, antiracial hysteria, and the hardening of class attitudes throughout the nation— and describes the programs and policies of Republican leaders—particularly those of Herbert Hoover—to solve them. Zeiger finds that while suspicion and animosity between the Republicans and the union leaders persisted, the rising prosperity of the nation, together with the adroit efforts of Hoover and his associates, tended to lessen the influence of extremists in both groups. Labor reached an accommodation of sorts with the Coolidge administration; and when, in 1928, Hoover defeated Al Smith, the substantial labor vote he received was among the factors that lent stature to his victory.

This 2007 book combines political with environmental history to present conservation policy as a critical arm of New Deal reform, one that embodied the promises and limits of midcentury American liberalism. It interprets the natural resource programs of the 1930s and 1940s as a set of federal strategies aimed at rehabilitating the economies of agricultural areas. The New Dealers believed that the country as a whole would remain mired in depression as long as its farmers remained poorer than its urban residents, and these politicians and policymakers set out to rebuild rural life and raise rural incomes with measures tied directly to conservation objectives - land retirement, soil restoration, flood control, and affordable electricity for homes and industries. In building new constituencies for the environmental initiatives, resource administrators and their liberal allies established the political justification for an enlarged federal government and created the institutions that shaped the contemporary rural landscape.
