Das gilt auch – und gerade – für die Gebetshäuser in den nicht-arabischen Ländern,[...].“ (ULFKOTTE 2004:103). Durch die Geschehnisse im September 2001, haben sich weltweit die Beziehungen zwischen der islamischen und der westlichen Kultur verändert. Nach dem „Ende der Geschichte“ (FUKUYMA 1992) und dem „Kampf der Kulturen“ (HUNTINGTON 1996) lässt sich in Europa und in Deutschland eine Stimmungswandlung, erkennen die in BRODER`S „Hurra, wir kapitulieren! Von der Lust am Einknicken“ eindringlich, ironisch und traurig dargestellt wird. In diesem Buch wird die Appeasement-Politik Europas, und damit auch die Deutschlands, analysiert. Hinter diesen Titeln lässt sich ein Aspekt erkennen, der allen zusammen zu Grunde liegt: das Problem des Zusammenlebens verschiedener Kulturen und der damit verbundenen Debatte um Integration. In dieser Arbeit soll versucht werden ein diskursives Feld, einen Teilbereich eines Diskurses, genauer zu betrachten. Es handelt sich hierbei um einen Konflikt zu einem geplanten und mittlerweile begonnenen Moscheenneubau in Berlin Pankow/Heinersdorf. Das Besondere an diesem Konflikt ist der Umstand, dass es sich hierbei um die erste Moschee in Ostdeutschland handelt, was zu einer verstärkten symbolischen Aufladung führt. Aussagen wie „Landnahme“ (PLETL 2007) oder die Deutung des Moscheebaus als ‚Vorposten des Islam’ führen zu einer bedrohlichen Aufladung eines einfachen steinernen Gebäudes. Gerade in einer Zeit, in der der Verdacht erhoben wird, dass in den Religionshäusern des Islam Hetzkampagnen gegen westlich geprägte Kulturen stattfinden, bedarf es eines bewussten Umgangs mit den verschiedenen symbolischen Aufladungen. Ein Generalverdacht gegen alle Muslime wäre sicherlich der falsche Weg. Doch wie kommt es überhaupt zu solchen symbolischen Aufladungen? Wie entwickeln sich diese Fremdzuweisungen und Fremdpositionierungen? Wie entwickeln wir dabei unsere Kultur, kulturelle Identität und welche Rolle spielt dabei der Dialog der Kulturen? Zum Abschluss soll ein kurzer Ausblick gegeben werden, inwieweit die Konstruktion unserer Kultur eine Chance, aber auch eine Gefahr, darstellen kann, den Dialog der Kulturen sinnvoll zu erhalten oder aber aus einem Dialog einen vermeintlichen „Kampf der Kulturen“ zu initiieren.

Entlang der Standard-Fragen der Policy-Forschung werden in dieser Arbeit Antworten darauf gegeben, wie in Deutschland mit Moscheebau-Vorhaben verfahren wird, wie die Verfahren begründet werden und schließlich, ob die Policies das bewirken, was sie bezwecken sollen. Dazu bedient sich die Autorin diskurstheoretischer Annahmen im Sinne Foucaults. Untersucht werden politische Debatten und administrative Abläufe bei Anträgen zum Bau von repräsentativen Moscheen. Im Fokus stehen dabei Diskurse auf der Bundes- und Landesebene genauso wie jene auf kommunaler Ebene, wo konkret über die Moscheebauanträge entschieden wird. Als kommunale Beispiele dienen Diskurse über den gescheiterten Moschee-Neubau in Wertheim sowie den erfolgten Bau in Köln-Ehrenfeld. Die Ergebnisse werden mithilfe der Grounded-Theory Methodik in Kategorien zusammengefasst. Die vorliegende Arbeit greift bestehende Forschungsarbeiten zum Bau von Moscheen und zum Islam in Deutschland auf. Ihr Schwerpunkt liegt auf der Analyse der Bedeutung der verwendeten Begriffe und Diskurskategorien.
