Carlos Mauro Chief Scientific Officer , CLOO Behavior Insights Unit

Measures for regulating the behaviour of nation states in relation to the global environment have increasingly taken the form of international treaties and conventions. Many have argued that this has proved to be an ineffective way of halting unsustainable development, for the provisions of these agreements are either too weak or are flouted regularly by the parties concerned. This volume seeks to address the crucial question of how compliance with these agreements could be encouraged effectively without damaging the fragile political consensus that is emerging on environmental issues. With extensive use of case studies, Improving Compliance will make stimulating reading for all students and researchers working in this area, as well as for anyone concerned about the effectiveness of international environmental measures.

The recently-adopted OECD convention outlawing bribery of foreign public officials is welcome evidence of how much progress has been made in the battle against corruption. The financial crisis in East Asia is an indication of how much remains to be done. Corruption is by no means a new issue but it has only recently emerged as a global issue. With the end of the Cold War, the pace and breadth of the trends toward democratization and international economic integration accelerated and expanded globally. Yet corruption could slow or even reverse these trends, potentially threatening economic development and political stability in some countries. As the global implications of corruption have grown, so has the impetus for international action to combat it. In addition to efforts in the OECD, the Organization of American States, the World Trade Organization, and the United Nations General Assembly, the World Bank and the International Monetary Fund have both begun to emphasize corruption as an impediment to economic development. This book includes a chapter by the Chairman of the OECD Working Group on Bribery discussing the evolution of the OECD convention and what is needed to make it effective. Other chapters address the causes and consequences of corruption, including the impact on investment and growth and the role of multinational corporations in discouraging bribery. The final chapter summarizes and also discusses some of the other anticorruption initiatives that either have been or should be adopted by governments, multilateral development banks, and other international organizations.

Are phenomena labeled as corrupt subject to systematic social science investigation, or does corruption lie so much in the eye of the beholder as to frustrate serious analysis? The editors of this volume, which follows up an important earlier work on the same subject, hold that the comparative perspective, involving both comparisons over time and comparisons between systems, is crucial if the study of corruption is to reach the point where it can be studied as s socio-political phenomenon. The studies of political corruption included here pertain to all areas of the world, but especially to the United States, Communist systems and Europe. Most were published during the last fifteen years, and some were written especially for the volume. Although the editors are political scientists, scholars from all social science disciplines, as well as law, history and communications, are represented among the authors of the approximately sixty selections included in this volume. The first of the book's four parts deals with changing conceptualization and definition in the study of corruption. The second part examines the incidence of corruption in the context of political development and modernization. The third part examines the special vulnerability of some local, national and international systems to corrupt practices. In the final part, perceptions of corruptions are related to scandal and other social control efforts, as well as to studies of the effect and consequences of corruption.

Essays, dialogues, and art projects that illuminate the changing role of art as it responds to radical economic, political, and global shifts. How should we understand the purpose of publicly engaged art in the twenty-first century, when the very term “public art” is largely insufficient to describe such practices? Concepts such as “new genre public art,” “social practice,” or “socially engaged art” may imply a synergy between the role of art and the role of government in providing social services. Yet the arts and social services differ crucially in terms of their methods and metrics. Socially engaged artists need not be aligned (and may often be opposed) to the public sector and to institutionalized systems. In many countries, structures of democratic governance and public responsibility are shifting, eroding, and being remade in profound ways—driven by radical economic, political, and global forces. According to what terms and through what means can art engage with these changes? This volume gathers essays, dialogues, and art projects—some previously published and some newly commissioned—to illuminate the ways the arts shape and reshape a rapidly changing social and governmental landscape. An artist portfolio section presents original statements and projects by some of the key figures grappling with these ideas.
