Multidimensional poverty measurement and analysis is evolving rapidly. Notably, it has informed the publication of the Multidimensional Poverty Index (MPI) estimates in the Human Development Reports of the United Nations Development Programme since 2010, and the release of national poverty measures in Mexico, Colombia, Bhutan, the Philippines and Chile. The academic response has been similarly swift, with related articles published in both theoretical and applied journals. The high and insistent demand for in-depth and precise accounts of multidimensional poverty measurement motivates this book, which is aimed at graduate students in quantitative social sciences, researchers of poverty measurement, and technical staff in governments and international agencies who create multidimensional poverty measures. The book is organized into four elements. The first introduces the framework for multidimensional measurement and provides a lucid overview of a range of multidimensional techniques and the problems each can address. The second part gives a synthetic introduction of 'counting' approaches to multidimensional poverty measurement and provides an in-depth account of the counting multidimensional poverty measurement methodology developed by Alkire and Foster, which is a straightforward extension of the well-known Foster-Greer-Thorbecke poverty measures that had a significant and lasting impact on income poverty measurement. The final two parts deal with the pre-estimation issues such as normative choices and distinctive empirical techniques used in measure design, and the post-estimation issues such as robustness tests, statistical inferences, comparisons over time, and assessments of inequality among the poor.

Abstract: Launched in 2010 by the Oxford Poverty and Human Development Initiative at the University of Oxford and the Human Development Report Office of the United Nations Development Programme for the flagship Human Development Reports, the global Multidimensional Poverty Index (MPI) measures the complexities of poor people's lives, individually and collectively, each year. This report released 10 years after that launch focuses on how multidimensional poverty has declined. It provides a comprehensive picture of global trends in multidimensional poverty, covering 5 billion people. It probes patterns between and within countries and by indicator, showcasing different ways of making progress. Together with data on the $1.90 a day poverty rate, the trends monitor global poverty in different forms. This is a key moment to study how nonmonetary poverty goes down. It is 10 years before 2030, the due date of the Sustainable Development Goals (SDGs), whose first goal is to end poverty in all its forms everywhere. And it is a year when a pandemic and economic slowdown are pushing many more into poverty, while the spectre of racism still haunts, and environmental threats such as locusts surge. Multidimensional poverty is strongly associated with other SDG challenges. Concentrated in rural areas, multidimensionally poor people tend to experience lower vaccination rates and secondary school achievement, insecure work and greater environmental threats. By detailing the connections between the MPI and other poverty-related SDGs, the report highlights how the lives of multidimensionally poor people are precarious in ways that extend beyond the MPI's 10 component indicators. The COVID-19 pandemic unfolded in the midst of this analysis. While data are not yet available to measure the rise of global poverty after the pandemic, simulations based on different scenarios suggest that, if unaddressed, progress across 70 developing countries could be set back 3-10 years.

This paper reviews and assesses issues involved in the measurement of multidimensional poverty, in particular the soundness of the various "axioms" and properties often imposed on poverty indices. It argues that some of these properties (such as those relating poverty and inequality) may be sound in a unidimensional setting but not so in a multidimensional one. Second, it addresses critically some of the features of recently proposed multidimensional poverty indices, in particular the Multidimensional Poverty Index (MPI) recently put forward by the United Nations Development Program (UNDP). The MPI suffers from several unattractive features that need to be better understood (given the prominence of the index). The MPI fails in particular to meet all of three properties that one would expect multidimensional poverty indices to obey: continuity, monotonicity, and sensitivity to multiple deprivation. Robustness techniques to address some of the shortcomings of the use of such indices are briefly advocated.

The Philippines, just like many other developing countries, has measured poverty using one-dimensional monetary-based indicators, although poverty is multidimensional in nature. Various work on generating a multidimensional poverty index (MPI) has been undertaken using data from several countries, including that done by the United Nations Development Programme with the Oxford Poverty and Human Development Initiative. Several studies have also used national data for generating an MPI. The measurement of multidimensional poverty in the Philippines should depend on a careful investigation on whether there is much value added in producing a composite index of poverty. Just because poverty is multi-dimensional need not mean that its measurement should be. This study examines discusses various issues regarding the production of a MPI, from the choice of the underlying indicators for the index, the weights assigned to the indicators, as well as the aggregation process. It also reviews measurements on quality of life (happiness and well-being), on poverty and welfare (including multidimensional poverty) and on sustainable development. It examines various possibilities of an MPI for the Philippines based on several waves of household surveys (viz., the National Demographic and Health Survey, the Annual Poverty Indicator Survey, and the Family Income and Expenditure Survey) and several approaches on choices of indicators and weights. This paper also looks at the robustness of trends in the resulting MPI approaches, and some policy issues attendant to the measurement of multidimensional poverty, especially on its relationship with traditional income poverty measurement.

This report presents the results of a collaboration between FAO and the Oxford Poverty and Human Development Initiative (OPHI), at the University of Oxford. The first part of the report proposes a framework for measuring multidimensional poverty in rural areas and describes the motivation for the Rural Multidimensional Poverty Index (R-MPI) proposal, which departs from the established global Multidimensional Poverty Index (global MPI), first designed in 2010 as an international measure of acute poverty covering over 100 developing countries by adding modifications in the dimensions and embedded indicators. The second part of this report presents an empirical test of the proposed R-MPI, using data from four household surveys conducted in Ethiopia, Malawi, the Niger, and Nigeria which are harmonized within the Rural Livelihoods Information System (RuLIS).

The first part introduces multidimensional poverty and provides a rationale for viewing poverty through a lens of multiple deprivations. It discusses how the Multidimensional Poverty Index (MPI) compares to more narrowly-focused, income-based poverty measures and emphasizes its usefulness and applicability for the formulation of related, welfare-enhancing public policies. The second part documents multidimensional poverty incidence, intensity, and corresponding MPI values at the aggregate level of detail, for various demographic cohorts, and across geographic locales. The book then presents results from an empirical analysis that identifies the determinants of multidimensional poverty incidence and of individual deprivation scores. The third part consists of three studies of multidimensional poverty, examining the effect of the Affordable Care Act on multidimensional poverty incidence and intensity, variation in multidimensional poverty across native- and foreign-born residents (and across immigrants’ home countries) of the US, and variation in the respective indicators that contribute to multidimensional poverty across the life cycle. The book closes with two chapters. The first relays the findings of counterfactual exercises where certain deprivations are assumed to have been eliminated. Poverty is a paradoxical state. Recognizable in the eld for any sensitive observer who travels in remote rural areas and urban slums and meets marginalized people in a given society, poverty still remains a challenge to conceptual formalization and to measurement that is consistent with such formalization. The analysis of poverty is multidisciplinary. It goes from ethics to economics, from political science to human biology, and any type of measurement rests on mathematics. Moreover, poverty is multifaceted according to the types of deprivation, and it is also gender and age speci c. A vector of variables is required, which raises a substantial problem for individual and group comparisons necessary to equity analysis. Multidimension- ity also complicates the aggregation necessary to perform the ef ciency analysis of policies. In the case of income poverty, these two problems, equity and ef ciency, have bene ted from very signi cant progress in the eld of economics. Similar achievements are still to come in the area of multidimensional poverty. Within this general background, this book has a very modest and narrow-scoped objective. It proposes an operational methodology for measuring multidimensional poverty, independent from the conceptual origin, the size and the qualitative as well as the quantitative nature of the primary indicators used to describe the poverty of an individual, a household or a sociodemographic entity.
