This book investigates and documents multidimensional poverty in the United States and identifies patterns and relationships that contribute to the development of a more complete understanding of the incidence and intensity of deprivation. The first part introduces multidimensional poverty and provides a rationale for viewing poverty through a lens of multiple deprivations. It discusses how the Multidimensional Poverty Index (MPI) compares to more narrowly-focused, income-based poverty measures and emphasizes its usefulness and applicability for the formulation of related, welfare-enhancing public policies. The second part documents multidimensional poverty incidence, intensity, and corresponding MPI values at the aggregate level of detail, for various demographic cohorts, and across geographic locales. The book then presents results from an empirical analysis that identifies the determinants of multidimensional poverty incidence and of individual deprivation scores. The third part consists of three studies of multidimensional poverty, examining the effect of the Affordable Care Act on multidimensional poverty incidence and intensity, variation in multidimensional poverty across native- and foreign-born residents (and across immigrants’ home countries) of the US, and variation in the respective indicators that contribute to multidimensional poverty across the life cycle. The book closes with two chapters. The first relays the findings of counterfactual exercises where certain deprivations are assumed to have been eliminated. The final chapter summarizes the work, draws inferences and arrives at conclusions, and discusses the corresponding public policy implications.

In this paper we estimate a multi-dimensional poverty index (US-MPI) in the United States. Measuring poverty using multiple dimensions of deprivation provides a more complete picture of poverty. The US-MPI measures simultaneous deprivations experienced in multiple dimensions of well-being: health, education, income and housing. We use data on eight different indicators from the American Community Survey, and estimate the US-MPI across different regions, age, gender and race. Our estimates indicate that in 2011, one in five adult American's were multidimensional poor. Lack of health insurance and severe housing burden were two significant indicators of deprivation.

Multidimensional poverty measurement and analysis is evolving rapidly. The very term "poverty" continues to evoke debates on what it means to be poor. Although poverty is commonly described in uni-dimensional or monetary terms, many scholars have argued that poverty is more aptly understood as a constellation of deprivations -- a multi-dimensional concept. Different measures unavoidably generate different results, and the extent of poverty is, thus, dependent on the measure used to quantify the number of poor in a given society. A looming question today is whether the official federal poverty measure, developed in the 1960s, still provides an accurate picture of the poor in America. In order to rectify the long-questioned adequacy and validity of the federal poverty measure, Congress authorized the National Academy of Sciences (NAS) to address key shortcomings of the official measure. In early 2010, the Obama administration adopted the Supplemental Poverty Measure (SPM) that largely follows the recommendations of the NAS Panel. However, the NAS-based measure is still criticized for taking a "reductionist" approach to understanding a complex, socially constructed, and dynamic concept like poverty. To counter the limitations of income-based measures of poverty, there has been a push to advance the field by employing multi-dimensional poverty measures. Amartya Sen laid the groundwork for a paradigm shift in the way poverty is conceptualized. He defines poverty as the lack of capability to generate or obtain the required resources to meet one's basic needs. Drawing on Sen's ideas, the UNDP introduced the Multi-dimensional Poverty Index in 2010, which complements income poverty by measuring the number of deprivations a poor person faces simultaneously with regard to education, health, and living standard. Using secondary data analysis, this study first examines changes in poverty rates by gender, marital status, and race/ethnicity based on the official measure and the supplemental poverty measure in the period 2005-2010. Next, this study creates a multi-dimensional measure for the U.S. that mimics the UN's Multi-dimensional Poverty Index. This study seeks to contribute to the literature by exploring how such a measure can help us better understand the profile of poverty in America today and what the ensuing policy implications are.

Poverty is a paradoxical state. Recognizable in the eld for any sensitive observer who travels in remote rural areas and urban slums and meets marginalized people in a given society, poverty still remains a challenge to conceptual formalization and to measurement that is consistent with such formalization. The analysis of poverty is multidisciplinary. It goes from ethics to economics, from political science to human biology, and any type of measurement rests on mathematics. Moreover, poverty is multifaceted according to the types of deprivation, and it is also gender and age speci c. A vector of variables is required, which raises a substantial problem for individual and group comparisons necessary to equity analysis. Multidimension- ity also complicates the aggregation necessary to perform the ef ciency analysis of policies. In the case of income poverty, these two problems, equity and ef ciency, have bene ted from very signi cant progress in the eld of economics. Similar achievements are still to come in the area of multidimensional poverty. Within this general background, this book has a very modest and narrow-scoped objective. It proposes an operational methodology for measuring multidimensional poverty, independent from the conceptual origin, the size and the qualitative as well as the quantitative nature of the primary indicators used to describe the poverty of an individual, a household or a sociodemographic entity.

The Alkire and Foster (2011) methodology, as the mainstream approach to the measurement of multi-dimensional poverty in the developing world, is insensitive to inequality among the multidimensionally poor individuals and does not consider simultaneously the concepts of efficiency and distributive justice. Moreover, the vast majority of empirical indices of multi-dimensional poverty in the literature overlook intra-household inequalities, an issue that is crucial to a better understanding of gender inequalities, because they equate the poverty status of the household with the poverty status of all individuals in the household. Consequently, using the general framework proposed by Silber and Yalonetzky (2013) and Rippin's ideas on multi-dimensional poverty measurement (2013, 2017), we propose in this paper to depart somehow from the mainstream approach and take an individual-based and inequality sensitive view of multi-dimensional poverty when only ordinal (dichotomized) variables are available. We use such an approach to estimate multi-dimensional poverty among individuals aged 18 and 59 years living in Guatemala, El Salvador, Honduras, Nicaragua, and Costa Rica, shedding thus some light on gender differences in poverty and inequality in those countries. Overall, we find that individuals living in Guatemala have the highest probability of being multidimensionally poor, followed by the ones from Nicaragua; people living in Costa Rica, by contrast, have by far the lowest probability of being poor. In the middle appears Honduras and El Salvador, Hondurans having a larger probability of being multi-dimensionally poor than the Salvadorians. Regarding the gender gaps, the overall estimates suggest that the incidence and the intensity of multidimensional poverty in Central America are higher among females; inequality, however, is somewhat higher among males.
