Kerja sama internasional di level subnasional bukan menjadi aktivitas yang asing di era globalisasi. Provinsi, kota, dan kabupaten menjadi aktor dengan peran yang semakin strategis seiring dengan tantangan dan peluang kolaborasi yang hadir dihadapan. Kapasitas pemerintah daerah di Indonesia dituntut untuk mampu mengatasi dinamika interaksi internasional dengan sigap, profesional, dengan tetap menjaga kearifan sosial dan budaya di lingkup kewenangannya. Hubungan diplomasi Indonesia dan Korea Selatan telah mencapai 47 tahun pada tahun 2020. Kerjasama ini bahkan tidak hanya terjadi pada tingkat antar negara raja, tetapi juga pada tingkat subnasional. Sejak tahun 2004 terdapat empat kerjasama sister cities dan dua kerjasama sister province yang dibentuk dan masih berjalan serta berkembang hingga saat ini. Kerjsama internasional tersebut diantaranya adalah antara: Provinsi Jawa Barat-Gyeongsangbuk-Do, Provinsi Daerah Istimewa Yogyakarta (DIY)-Gyeongsangbuk-Do, Daerah Khusus Ibukota (DKI) Jakarta-Seoul, Kota Surabaya-Busan, Kota Bandung-Suwon, dan Kota Bandung-Seoul. Dalam membangun kerjasama tersebut tentunya diperlukan berbagai macam bentuk strategi, prosedur, mekanisme, dan juga adaptasi yang dilakukan oleh setiap kota dan provinsi. Berbagai hambatan juga tentunya menjadi bagian dari dinamika dalam menjalankan kerja sama tersebut. Tetapi, kerja sama yang berkelanjutan hingga saat ini membuktikan bahwa kedua belah pihak telah mencapai kepentingan mereka masing-masing dan melewati berbagai macam rintangan. Buku ini bermaksud menelaah lebih dalam implementasi dari kerjasama sister cities den sister province antar sejumIah kota dan Provinsi negara Indonesia dan Korea Selatan. Indonesia suffered an explosion of religious violence, ethnic violence, separatist violence, terrorism, and violence by criminal gangs, the security forces and militias in the late 1990s and early 2000s. By 2002 Indonesia had the worst terrorism problem of any nation. All these forms of violence have now fallen dramatically. How was this accomplished? What drove the rise and the fall of violence? Anomie theory is deployed to explain these developments. Sudden institutional change at the time of the Asian financial crisis and the fall of President Suharto meant the rules of the game were up for grabs. Valerie Braithwaite's motivational postures theory is used to explain the gaming of the rules and the disengagement from authority that occurred in that era. Ultimately resistance to Suharto laid a foundation for commitment to a revised, more democratic, institutional order. The peacebuilding that occurred was not based on the high-integrity truth-seeking and reconciliation that was the normative preference of these authors. Rather it was based on non-truth, sometimes lies, and yet substantial reconciliation. This poses a challenge to restorative justice theories of peacebuilding.

This book examines and systematises the theoretical dimensions of paradiplomacy - the role of subnational governments in international relations. Throughout the world, subnational governments play an active role in international relations by participating in international trade, cultural missions and diplomatic relations with foreign powers. These governments, including states in the USA and landers in Germany, can sometimes even challenge the official foreign policy of their national government. These activities, which are regularly promoting the subnational government’s interests, have been labelled as ‘paradiplomacy’. Through a systematisation of the different approaches in understanding constituent diplomacy, the author constructs an integrative theoretical explanatory framework to guide research on regional governments’ involvement in international affairs. The framework is based on a multiple-response questionnaire technique (MRQ) which provides the matrix of possible answers on a set of key questions for paradiplomacy scholarship.
