Multiculturalism is now seen by many of its critics as the source of intercultural and social tensions, fostering communal segregation and social conflicts. While the cultural diversity of contemporary societies has to be acknowledged as an empirical and demographic fact, whether multiculturalism as a policy offers an optimal conduit for intercultural understanding and social harmony has become increasingly a matter of polarised public debate. This book examines the contested philosophical foundations of multiculturalism and its, often controversial, applications in the context of migrant societies. This open access book examines the question of collecting and disseminating data on ethnicity and race in order to describe characteristics of ethnic and racial groups, identify factors of social and economic integration and implement policies to redress discrimination. It offers a global perspective on the issue by looking at race and ethnicity in a wide variety of historical, country-specific contexts, including Asia, Latin America, Europe, Oceania and North America. In addition, the book also includes analysis on the indigenous populations of the Americas. The book first offers comparative accounts of ethnic statistics. It compares and empirically tests two perspectives for understanding national ethnic enumeration practices in a global context based on national census questionnaires and population registration forms for over 200 countries between 1990 to 2006. Next, the book explores enumeration and identity politics with chapters that cover the debate on ethnic and racial statistics in France, ethnic and linguistic categories in Québec, Brazilian ethnoracial classification and affirmative action policies and the Hispanic/Latino identity and the United States census. The third, and final, part of the book examines measurement issues and competing claims. It explores such issues as the complexity of measuring diversity using Malaysia as an example, social inequalities and indigenous populations in Mexico and the demographic explosion of aboriginal populations in Canada from 1986 to 2006. Overall, the book sheds light on four main questions: should ethnic groups be counted, how should they be counted, who is and who is not counted and what are the political and economic incentives for counting. It will be of interest to all students of race, ethnicity, identity, and immigration. While the origin of trans-pacific contact between Asia and the New World can be traced as far back as the pre-Columbian period, it was not until the fifteenth century that communication across the Pacific became constant. Despite this history, the myriad encounters that constitute the basic contours of transpacific studies have often been overshadowed by the traditional emphasis on transatlantic studies. In addition, although socio-political ties between Asia and Latin America have drawn attention among politicians and economists in recent years, there continues to be a critical void in the studies of literary, cultural, and historical relations between the two regions. This book challenges this double negligence, and engages in a global discussion about the relationship between Asia and the Hispanic world, which includes not only Spanish America, but also the Philippines under the Spanish empire. The essays presented in this volume explore the multidimensional nature of the trans-pacific intersection through historical studies, as well as literary and cultural criticism. Topics investigated include, for example, the overlooked aspect of the Hispanic Philippines, the “Orientalized” images of Latin American colonial art, modernista and vanguardista writings about India, and the experience of a Peruvian migrant worker in contemporary Japan. The diverse perspectives that the authors offer create a dialogue with each other, and together provide an interdisciplinary approach to the understanding of trans-pacific encounters, both past and present.
