Excerpt from Municipal Elections and How to Fight Them There are in England and Wales alone about 10,000 Councils elected to manage local affairs. When it is remembered that our annual expenditure for Local Government purposes now exceeds that of the National Exchequer, the importance of Local Government can hardly be gainsaid. The powers entrusted to local bodies arc extensive and increasing. Their duties are onerous, and upon the faithful performance of them the health and happiness of the whole population to no small extent depends. The choice of Councillors involves a large number of elections, many of which are keenly contested. In the following pages an attempt is made to smooth the path for candidates by dealing in a simple way, first with the practical work of municipal elections, and secondly, with the restrictions placed by Parliament on the procedure of those who fight them. If it thus succeeds in assisting persons who interest themselves in the problem, of local administration, this little book will have achieved its aim. In Canada, the quality of municipal democracy has been questioned due to three crucial factors. First, voter turnout tends to be significantly lower for municipal elections than it is for other levels of government. Second, the re-election rate of incumbent candidates is higher compared to provincial, territorial, and federal elections. Third, corruption and other scandals have tarnished the image of local democracy. Are cities sufficiently capable of responding to crises and representing the interests of their residents? Accountability and Responsiveness at the Municipal Level addresses these issues through qualitative and quantitative analysis, focusing on some of the most important characteristics of the Canadian municipal scene, including the contexts of partisanship and non-partisanship, the careers and daily work of municipal officials, and multilevel governance. This volume also assists directly in the collection and dissemination of data about cities as there is currently no centralized system for capturing and organizing electoral statistics at the municipal level. Municipal democracy in Canada suffers from a representation deficit. Accountability and Responsiveness at the Municipal Level is an important first step in building high-quality comparative information on the politics of Canada’s cities.

The Routledge Handbook of Local Elections and Voting in Europe represents the standard reference text and practical resource for everybody who analyzes issues such as local electoral systems, voting behavior, or political representation in Europe. It provides comprehensive and expert coverage of 40 European countries – organized along the respective local state traditions – and in addressing a wide range of important questions related to local elections and voting, it broadens the scope of existing analyses quantitatively as well as qualitatively. Finally, it affords a more theoretically grounded typology of local elections and voting. Each country chapter is written by a leading expert and follows a rigorous conceptual framework for cross-national comparisons, providing an overview of the local government system, details on the place of local elections within the multilevel political system, specific features of the electoral system, analysis of the main electoral outcomes in recent decades, and, finally, reflective discussion. Representative democracy is as widespread at the local as at the national level, and as the significance of local authorities in Europe has increased in recent decades, local elections represent a crucial area of study. The Routledge Handbook of Local Elections and Voting in Europe is an authoritative and essential reference text for scholars and students interested in local electoral politics and, more broadly, European studies, public administration, and political science.

While Quebec is well known for its provincial-level party politics and thriving nationalism, voting behaviour and electoral campaigning at the municipal level have failed to gain much attention to date. Voting in Quebec Municipal Elections seeks to transform the state of municipal elections research in Quebec through a systematic study of the 2017 Montreal and Quebec City elections. Drawing upon data from the Canadian Municipal Election Study, the authors demonstrate not only the importance of Quebec municipal politics, but the many ways that municipal elections research can inform our broader understanding of voting behaviour in the province. This volume considers the features particular to the Quebec local context, such as the importance of language and nationalism, the effects of local party labels for down-ballot races, and the role of ideology. Voting in Quebec Municipal Elections represents the largest-ever collection of work on local elections in the province’s history, making a significant contribution to our understanding of the municipal voter in Quebec.
