The process of continuing Rio Treaty and OAS Charter amendment reflects shifting views of regional security interests in an atmosphere of divisiveness and uncertainty about the future of the Inter-American System. This paper analyzes the constitutional basis for hemispheric security by relating security concepts to the general problems and trends that have stimulated OAS Charter and Rio Treaty reform. A reference guide to all the elements of the Inter-American System from its formal beginning in 1889 to the present, as it developed into a major, multipurpose regional inter-governmental organization (IGO). The most notable elements in the current Inter-American System are the Organization of American States (OAS), the Inter-American Development Bank (IDB), and the Inter-American Treaty of Reciprocal Assistance (Rio Treaty) Regime. Today, all 35 sovereign American states are members of the OAS. This book makes clear reference to the system's interrelationships with other IGOs and states outside the Western Hemisphere. Unique in its scope and approach to the subject, this work is intended to provide the reader with access to information on general as well as specific subjects. It is compiled with an interdisciplinary approach, and addressed to a variety of readers from students and scholars to professionals and government officials. With some 250 entries, cross-referenced and thoroughly indexed, this encyclopedia refers to membership and observers in the various organizational elements; policy orientations of the state members; treaties, conventions, protocols, declarations, and resolutions concluded over the years; concepts and doctrines underlying American regional organization; multinational principles and policies in major categories of activity; and cases of conflict and other situations undertaken by the system, including places, events, issues, and individuals notable for their contributions.

The Historical Dictionary of Inter-American Organizations covers the changing world of inter-American and international organizations that have played an important role in bilateral and multilateral efforts to solve a wide range of problems that have confronted the nations of the Western Hemisphere. The Latin American region is clearly more integrated regionally and internationally than in previous decades and is better prepared to confront a broad range of problems—trade, development, illicit drugs, terrorism and guerrilla activity, health, environment, democratization, trade, human rights, intervention, electoral assistance, peacekeeping and conflict resolutions, migration, border conflicts, corruption, and energy independence—that governments and non-governmental organizations face in the 21st century. The role of the United States in Latin America has clearly faded since the end of the Cold War and the second edition of this book fills a large void in explaining the complexities of inter-American organizations and their activities since the first edition was completed in the late 1990s. This updated second edition of Historical Dictionary of Inter-American Organizations covers the history of through a chronology, an introductory essay, appendixes, and an extensive bibliography. The dictionary section has over 400 hundred cross-referenced entries on important personalities, politics, economy, foreign relations, religion, and culture. This book is an excellent access point for students, researchers, and anyone wanting to know more about Inter-American Organizations.

This book examines conflict resolution efforts in Latin America by the Organization of American States (OAS) over the past fifty years by exploring the relationship of the United States with other member states within the context of the OAS. The book focuses on the impact of institutional factors on the influence that member states are able to wield within the organization. This innovative theoretical approach yields general insights into organizational behaviour and interstate relations within an international organization. The examination of thirty-one cases provides a wealth of empirical data and facilitates cross case comparisons.

Latin America And The U S National Interest written by Margaret Daly Hayes and has been published by Routledge this book supported file pdf, txt, epub, kindle and other format this book has been release on 2019-03-04 with Political Science categories.

Arguing for a new and sober look at the nature of U.S.-Latin American relations, Dr. Hayes addresses the question: Does the United States have compelling national interests in maintaining close relations with Latin American countries? Her conclusion is yes, but for reasons different from those offered in the traditional literature or espoused by many policy analysts. She maintains that U.S. interests in relations with Latin America are primarily political, secondarily economic--though economic ties are the basis of the relationship--and only marginally military. Proper emphasis on these long-term interests may be critical to U.S. national security in a global, as well as regional, context. Dr. Hayes points out that the Latin American countries--occupying a unique position among developing nations today because of their comparatively successful experiences in achieving economic growth and development--represent an increasingly important political influence in both the developed and developing worlds. Moreover, she argues, it is in the U.S. interest to give economic aid to the less-developed countries in the hemisphere, particularly in the Caribbean Basin: U.S. security is better preserved and enhanced by encouraging political and economic stability in the region than by promoting military alliances that Latin Americans may not really want. Supporting the need for a revised rationale for U.S.-Latin American relations, Dr. Hayes focuses in detail on the regions and nations of special interest to the United States today: the Caribbean Basin, Mexico (in a chapter by Professor Bruce M. Bagley), Brazil, and the Southern Cone.

This study is an examination of 1965 intervention into the Dominican Republic by US forces, primarily from the 82d Airborne Division. Although this study covers the actual armed intervention and subsequent fighting between Dominican rebels and American soldiers, it also delves into the political and strategic reasons behind President Johnson's ordering the military action. As part of this political overview, the report addresses the role of the Organization of American States, the Inter-American Peace Force, and of several Latin nations who participated in the 18 month long intervention. As a part of his presentation, the author highlights the importance of many non-military roles and functions performed by key players to speed the Dominican Civil War to a negotiated close and bring the nation back on the road toward democratic government.
