People can be used by computers to solve problems. In most cases this 'human computation' is used to gather information that computers struggle to create. These problems can be phrased as games to provide an incentive for people to do the work. In the past, these games have captured a broad level of information in the hope that specific needs will be covered. But what happens when we need specific information that the games have not been designed to create? Mutually reinforcing systems are a new approach to human computation that tries to attain this focus by allowing multiple systems to work together so that each one can benefit from the other's strengths. This dissertation shows that extending human computation techniques to allow the collection and classification of useful contextual information in mobile environments is possible and can be extended to allow the by-products to match the specific needs of another system.

Using a single case study of a highly innovative medical device company engaged in two types of innovation (technological and customer-oriented), this paper examines the nature of the relationship between mutually reinforcing management control systems (MCSs) and the generation of dynamic tension between the different types of innovation. Findings show how mutually reinforcing MCSs create a push for consistency but fail to generate a dynamic tension between different types of innovation, thus crowding out one type of innovation. While the literature to date has been unclear on how mutual reinforcement and the generation of dynamic tension are related, this study makes a distinction between mutually reinforcing control systems that support each other in driving momentum around a particular strategic objective (consistent reinforcement), and control systems which are reinforcing in creating dynamic tension, thus reducing momentum in one particular direction (countervailing reinforcement). It also contributes to the literature by highlighting the protective role that MCSs can play in the management of innovation. Feedback and measurement systems reduce the vulnerability of resources to diversion to other areas by stimulating action on projects, driving accountability around the use of the resources, and commanding management attention.

This article explores the connection between human rights and tobacco control, and in particular, the Framework Convention on Tobacco Control (FCTC). We address rights-based arguments used by the tobacco industry to argue against tobacco regulation. We demonstrate the weakness of these arguments, and that tobacco control and human rights are, in fact, not in conflict, but are mutually reinforcing. We also offer counter-arguments in favour of tobacco regulation based on international human rights obligations. Moreover, we argue that international human rights law and human rights bodies can provide tobacco control advocates with avenues for international monitoring and enforceability, which are lacking in the FCTC.

Public health emergencies continually reinforce the need for an integrated approach to health systems strengthening, underpinned by a public health approach, helping to build health systems resilience. As part of a collaboration between the USAID Office of the Health Systems and the WHO Integrated Health Services Department, a strategic meeting was convened on 14 April 2021. This had wide-ranging representation which included WHO Deputy Director-General, Executive leadership from USAID, IANPHI and WFPHA. The overarching aim was to examine this topic together and identify actionable steps to build an integrated approach to health system strengthening that brings together health security, humanitarian, disease-specific and life-course-specific programmes. The specific objectives of the meeting were to: facilitate strategic discussions on prevailing practices in health systems resilience for health protection and high-quality health services, to determine actionable next steps for global guidance; inform policy options for WHO, USAID and partners to maximize joint country support for health systems resilience; and identify immediate priorities for next steps following the meeting. To inform and support the proceedings of this meeting, complementary desk reviews were conducted to synthesise evidence, and inform the discussions and way forward. Together, this package consists of (i) a technical meeting report and (ii) two complementary desk reviews. The package was co-developed with and has received concurrence from the USAID Office of the Health Systems.
