Soviet missiles developments are making our land-based intercontinental ballistic missiles (ICBMs) increasingly vulnerable. To improve deterrence against hostile actions against the United States, the U.S. Air Force proposes to deploy 200 mobile M-X missiles in a survivable multiple protective shelter (MPS) basing mode. The system will include two operating bases, 4600 shelters, approximately 8,500 miles of roads, and related support facilities, operated and maintained by about 13,000 people.

The Air Force was, at that time, working to prepare a Final Environmental Impact Statement (FEIS) for the MPS site selection process. This preliminary FEIS captures the environmental data and analysis in the document that was nearing completion when the President decided to deploy the M-X system in a different manner. Areas considered were in Nevada, Utah, Texas, and New Mexico. Chapters 1 and 2 summarize the project and the potential environmental consequences of deploying the M-X missile in a MPS basing mode. Chapter 3 describes the existing environment of the suitable areas for operating bases and other system elements in the deployment areas, emphasizing those portions of the environment that could be affected by the project. Chapter 4 describes the direct and indirect effects of the Proposed Action and alternatives on the environment, including irreversible or irretrievable commitments of resources, the relationship between short-term uses and long-term productivity, and possible conflicts between the project and local land-use plans.

The United States Air Force proposes to deploy an advanced, land-based mobile, intercontinental ballistic missile (ICBM) system known as M-X. This system will improve the nation's strategic deterrent force. In this regard, the Air Force is dedicated to meeting national defense goals while conserving natural and human resources. The purpose of this Environmental Impact Statement (EIS) is to document the analyses and studies performed to identify and compare potential impacts of proposed and alternative basing locations and identify the mitigation that are available. This EIS draft will be the basis for further public comment on the proposed project. A final EIS will be prepared in careful consideration of those comments and serve as an input to the decision process on a location for M-X deployment and withdrawal/acquisition of the land to base the system. Major decisions to be made are selection of a deployment area or areas and two operating base locations from areas identified as suitable in Nevada, Utah, Texas, and New Mexico. The Public Finance model presents estimates of the public sector financial impacts of the development of the M-X missile system. The text of this report describes the methodological approach employed in the analysis, as well as the details of the model itself. The public finance analysis methodology used in this environmental technical report was designed to inform the decisionmaker of relative public finance impacts which could occur should the M-X system be deployed under the different alternatives. The level of detail of this methodology is sufficient for supporting the site selection and land withdrawal decision. However, the results should not be interpreted as being sufficient for making all federal, local and state financial decisions which would be necessary should M-X be deployed.
