The concept of soft power has caught the attention of policymakers, scholars, and political pundits for the last thirty years. Soft power studies most often focus on measures of public opinion toward a power-wielder and draw conclusions about a state’s level of soft power from that opinion. This research examines soft power influence by focusing on the elite discourse and the foreign policy decisions of states that are the target of soft power influence. Beginning with Joseph Nye’s conception that soft power is an attractive force that influences state policy decisions and its level of support for another state’s policies, Confronting the Myth of Soft Power in U.S. Foreign Policy examines whether U.S. soft power was part of key policymakers’ decision calculus. Soft power is tested against two plausible alternate explanations—balancing and state identity. Data from the discourse of key foreign policymakers in France and Germany indicate that U.S. soft power does not account for those states’ policy decisions to support U.S.-led policy interventions in Kosovo in 1999, or against ISIS in 2014. The results of this research are suggestive regarding the potential of soft power influence and its implications on scholarship and U.S. foreign policymaking.

In 1976, with the US trade embargo against Cuba underway, Canada's Prime Minister Pierre Elliott Trudeau visited the island nation, befriended his counterpart, and exclaimed publicly "Long live Prime Minister Fidel Castro!" During the past half-century of communist rule in Cuba, Canada's policy of engagement with the country has contrasted sharply with the United States' policy of isolation. Based on a series of interviews conducted in Havana, Washington, and Ottawa, Perceptions of Cuba moves beyond traditional economic and political analyses to show that national identities distinct to each country contributed to the formation of their dissimilar foreign policies. Lana Wylie argues that Canadians and Americans perceive Cuba through different lenses rooted in their respective identities: American exceptionalism made Cuba the polar opposite of the United States, while Canada's self-image as a good international citizen and as 'not American' has allowed the country to engage with the Cuban government. The first comprehensive account of China policy during the Kennedy years, this study profiles John F. Kennedy as a man whose inner struggles and disparate characteristics made for an unpredictable foreign policy. While he was often a hostage to the Cold War, to constrictive perceptions of the domestic climate, and to the image of a predatory China, Kennedy recognized Washington's finite capacity to shape events on the China Mainland. With the possible exception of a preventive strike against China's nuclear installations, he was also reluctant to run the risk of a military confrontation with Beijing. On the eve of his assassination, Kennedy may have even contemplated a China policy departure during his second term. A calm appraisal of China's capabilities and intentions constituted the distinguishing feature of revisionist thinking during the Kennedy years. The disjointed revisionist effort settled, in late 1963, on a pedagogic course, which still implied a search for American primacy. The revisionist approach did ultimately facilitate the transformation of bilateral relations in the early 1970s. From a shorter-range perspective, however, the Kennedy era only added fuel to the fire of Sino-American confrontation. The Limited Test Ban Treaty accentuated the sense of encirclement and vulnerability in Beijing's psyche, and clouds gathered ominously over Vietnam. Kennedy does bear some responsibility for the bilateral impasse, as he personified a decisionmaker so obsessed with the objective of deterrence as to overlook the security dilemma: nonetheless, Mao's preference for a radical course, independent of Kennedy's conduct, contributed as well. Neither side was yet ready for a breakthrough.

In this trenchant analysis, historian Bruce Kuklick examines the role of intellectuals in foreign policymaking. He recounts the history of the development of ideas about strategy and foreign policy during a critical period in American history: the era of the nuclear standoff between the United States and the Soviet Union. The book looks at how the country's foremost thinkers advanced their ideas during this time of United States expansionism, a period that culminated in the Vietnam War and détente with the Soviets. Beginning with George Kennan after World War II, and concluding with Henry Kissinger and the Vietnam War, Kuklick examines the role of both institutional policymakers such as those at The Rand Corporation and Harvard's Kennedy School, and individual thinkers including Paul Nitze, McGeorge Bundy, and Walt Rostow. Kuklick contends that the figures having the most influence on American strategy--Kissinger, for example--clearly understood the way politics and the exercise of power affects policymaking. Other brilliant thinkers, on the other hand, often played a minor role, providing, at best, a rationale for policies adopted for political reasons.
