Recent technological advances have transformed the sectors of security and defense. While creating challenges for NATO and its partner countries, this has also led to opportunities. Today’s security environment is increasingly complex and unpredictable, with cyber attacks and hybrid warfare blurring the lines between conventional and unconventional forms of conflict, threats to energy security such as climate change and natural disasters, and disruptive technologies like AI and quantum computing. The challenge of adapting and responding to these threats calls for cooperation and novel ways of thinking. This book presents 11 edited contributions from the NATO Advanced Training Course (ATC) Strengthening SEE Resilient Cyber Defense against Hybrid Threats (STRENGTH), held as an online event from 26 September – 02 October 2021. The ATC brought together more than 60 military and civilian expert participants with 19 renowned professors, experts and practitioners from 14 NATO Member and Partner countries as speakers and lecturers. The ATC aimed to raise awareness about the Alliance and the South Eastern Europe (SEE) evolving complex-threat environment and establish the foundation for a long-term multidisciplinary collaboration among defense and security experts and academia, with the event serving as a first step in the creation of a SEE Network of defense-security and academic experts which can work across borders, linking state of the art of research and practice to build resilience against hybrid warfare capabilities. Participants learned how state and non-state actors acquire hybrid threats via cyberspace to achieve their strategic ends, and took part in working groups, moderated by invited speakers/lecturers, engaging in the productive discussion of questions related to the course topic. The event concluded with briefings presenting relevant case studies and lessons learned.

New and unpredicted technologies are emerging at an unprecedented pace around the world. Communication of those new discoveries is occurring faster than ever, meaning that the unique ownership of a piece of new technology is no longer a sufficient position, if not impossible. In today’s world, recognition of the potential applications of a technology and a sense of purpose in exploiting it are far more important than simply having access to it. Technological surprise has and will continue to take many forms. A plethora of new technologies are under development for peaceful means but may have un- tended security consequences and will certainly require innovative counterme- ures. A relevant example is the tremendous development in biotechnology that has occurred since the advent of recombinant DNA and tissue culture-based processes in the 1970s. If US government agencies and the defense and academic commu- ties had more clearly recognized the potential for biotechnology to affect fun- mental security and warfighting doctrines 20 years ago, the situation today could be very different. Defense against chemical and biological weapons – from both states and nonstate actors – currently presents a threat that is difficult to predict and for which traditional solutions are increasingly less effective. Nanotechnology has emerged as a well-funded discipline that, like biote- nology, carries the potential for groundbreaking applications and the potential for unpredictable harm. The world is likely 20 years away from the full impact of the nanotechnology on defensive capabilities.

This Green Paper looks at the procurement of equipment, support, and technology for UK defence and security and follows on from the Strategic Defence and Security Review (SDSR) (ISBN 9780101794824), published on the 19th October 2010. The UK today faces a different and more complex range of threats than last century. The most serious threats include international terrorism, hostile attacks upon UK cyberspace, a major natural hazard or an international military crisis. Therefore the Government needs access to critical technologies and skills to underpin the UK's national security and to achieve these by setting out clear plans covering the following areas: (i) acquiring the equipment needed; (ii) support for the equipment and its users; (iii) investing or acquiring the necessary technologies to secure these objectives both now and in the future. This consultation paper and the responses it receives will form part of a White Paper to be published in 2011.
