The first two volumes of this series provide a statistical summary of the first decade of the National Aeronautics and Space Administration (NASA). It was a pioneering decade, characterized by public and congressional support, growth, and adventure. While Volume I introduces the researcher to NASA finances, personnel, and installations, the second volume contains information on the agency's major programs and projects-the raison d'etre for the "dollars, people, and things" previously measured. Established by the National Aeronautics and Space Act of July 1958, NASA, a civilian organization, was charged with managing those aeronautics and space activities sponsored by the United States that fell outside the purview of the Department of Defense. Included in the space act were eight general objectives for the new agency: (I) to expand man's knowledge of phenomena in the atmosphere and space; (2) to improve the usefulness and performance of aeronautical and space vehicles; (3) to send instrumented vehicles into space that could support life; (4) to study the long-range benefits that might result from utilizing space; (5) to preserve the role of the U.S. as a technological leader; (6) to support national defense by providing other agencies with information on new discoveries; (7) to cooperate with other countries in the peaceful utilization and exploration of space; and (8) to utilize existing scientific and engineering facilities and personnel. To meet these objectives, NASA channeled its resources into five programs: space science and applications, manned spaceflight, launch vehicle development, tracking and data acquisition, and advanced research and technology.

In 1973, NASA published the first volume of the NASA Historical Data Book, a hefty tome containing mostly tabular data on the resources of the space agency between 1958 and 1968. There, broken into detailed tables, were the facts and figures associated with the budget, facilities, procurement, installations, and personnel of NASA during that formative decade. In 1988, NASA reissued that first volume of the data book and added two additional volumes on the agency's programs and projects, one each for 1958-1968 and 1969-1978. NASA published a fourth volume in 1994 that addressed NASA resources for the period between 1969 and 1978. Earlier in 1999, NASA published a fifth volume of the data book, containing mostly tabular information on the agency's launch systems, space transportation, human spaceflight, and space science programs between 1979 and 1988. This sixth volume of the NASA Historical Data Book is a continuation of those earlier efforts. This fundamental reference tool presents information, much of it statistical, documenting the development of several critical areas of NASA responsibility for the period between 1979 and 1988. This volume includes detailed information on the space applications effort, the development and operation of aeronautics and space research and technology programs, tracking and data acquisition/space operations, commercial programs, facilities and installations, personnel, and finances and procurement during this era.

The NASA Historical Data Book Series provides a statistical summary of the first 20 years of the National Aeronautics and Space Administration. NASA finances, personnel, and installations, 1958-1968, are covered in the first volume; while the second and third volumes provide information on the agency's major pro­ grams and projects for 1958-1968 and 1969-1978, respectively. Congress established the civilian space agency in July 1958, when it passed the National Aeronautics and Space Act. NASA opened its doors the following October. The new organization was charged not only with expanding man's knowledge of the universe, but also with such monumental tasks as sending man to the moon. The story of NASA's first decade is one of enthusiasm, competition, growth, and success. Congress, the White House, and the public largely supported the young agency fiscally and morally. But after Apollo ll's exciting lunar landing and Neil Armstrong's first steps onto the moon in 1969, the attention of many of NASA's supporters turned elsewhere. The space agency would survive its second decade, but not with big budgets and large-scale programs. President Richard M. Nixon urged NASA to build on the knowledge and experience of its first 10 years to develop programs that would lead to the solution o£: practical problems on earth. There would be no space spectaculars during the 1970s. Personnel cuts, minimal budgets, and more sober objectives would flavor the decade. Like Volume II, this book covers NASA's six major program areas: launch vehicles, manned spaceflight, space science, space applications, tracking, and aeronautics and space research.
