This book analyzes the Allied Occupation of Japan (1945–1952). It begins by explaining why Japan spent roughly fifty years building its own colonial system and declaring war on China and the Western Allies, only to decide after military defeats, two atomic bombings and the Soviet declaration of war, to surrender before being invaded. It goes on to describe the controversial issues surrounding the conduct of the Occupation forces, the largely American reform proposals and the shifts in policy as the Cold War developed. Particular emphasis is placed on women’s issues, the Japanese and American reactions to President Truman’s decision to fire General Douglas MacArthur, the tensions surrounding the requirement that the Japanese allow US military bases to stay in Japan and the still ongoing debate over the American decision to drop two atomic bombs on Japan. Despite all this, the book concludes that particularly when compared with later Allied nation building efforts in Vietnam, Afghanistan and Iraq and the current state of US politics, the Occupation experience was, on the whole, a relatively positive one for both the Japanese and the US-Japan alliance.

Following its defeat in World War II, Japan was placed under the control of SCAP GHQ headed by General Douglas MacArthur. Initially, the Occupation promoted policies of demilitarization and democratization. A new Japanese constitution which pursued pacifism was established. However, as the Cold War intensified, policies switched in the direction of economic recovery, and it was contended that Japan should take the anti-Communist pro-America path. In 1951, at the height of the Korean War, the San Francisco Peace Treaty and the Japan-U.S. Security Treaty were concluded as a fixed set. Winner of the 2015 Yomiuri Yoshino Sakuzo Prize for academic writing on politics, economics, and history, this book provides a wide view of the seven years of the Occupation of Japan which led to the 'postwar system' that has continued into the twenty-first century. --

The post-World War II occupations of Germany and Japan set standards for postconflict nation-building that have not since been matched. Only in recent years has the United States has felt the need to participate in similar transformations, but it is now facing one of the most challenging prospects since the 1940s: Iraq. The authors review seven case studies--Germany, Japan, Somalia, Haiti, Bosnia, Kosovo, and Afghanistan--and seek lessons about what worked well and what did not. Then, they examine the Iraq situation in light of these lessons. Success in Iraq will require an extensive commitment of financial, military, and political resources for a long time. The United States cannot afford to contemplate early exit strategies and cannot afford to leave the job half completed.

The book is a precious reference book for development economics or the political economy of development in Asia or anywhere else. Unlike other books, first, it deals with all the East Asian countries, including Japan and other Asian countries. Second, it offers some empirical research findings based on surveys conducted by the author's group. Research on developing countries has been limited by individual scholars' observations, particularly about the value-related issues like politics or religions. Thirdly, the book digs into the nation-building problems which are often neglected by economists. It bridges the politics, sociology and economics in East Asian countries and is an important reference book for graduate students. Reviews UN efforts to transform eight unstable countries into democratic, peaceful, and prosperous partners, and compares those missions with U.S. nation-building operations. The UN provides the most suitable institutional framework for nation-building missions that require fewer than 20,000 men-one with a comparatively low cost structure, a comparatively high success rate, and the greatest degree of international legitimacy.
