Since the outbreak of the Syrian Civil War in 2011, over 5.6 million people have fled Syria and another 6.6 million remain internally displaced. By January 2017, a total of 40,081 Syrians had sought refuge across Canada in the largest resettlement event the country has experienced since the Indochina refugee crisis. Breaking new ground in an effort to understand and learn from the Syrian Refugee Resettlement Initiative that Canada launched in 2015, A National Project examines the experiences of refugees, receiving communities, and a range of stakeholders who were involved in their resettlement, including sponsors, service providers, and various local and municipal agencies. The contributors, who represent a wide spectrum of disciplines, include many of Canada's leading immigration scholars and others who worked directly with refugees. This open access book discusses the socio-political context of the COVID-19 crisis and questions the management of the pandemic emergency with special reference to how this affected the governance of migration and asylum. The book offers critical insights on the impact of the pandemic on migrant workers in different world regions including North America, Europe and Asia. The book addresses several categories of migrants including medical staff, farm labourers, construction workers, care and domestic workers and international students. It looks at border closures for non-citizens, disruption for temporary migrants as well as at special arrangements made for essential (migrant) workers such as doctors or nurses as well as farmworkers, ‘shipped’ to destination with special flights to make sure emergency wards are staffed, and harvests are picked up and the food processing chain continues to function. The market for high-skilled workers is becoming increasingly global, as are the markets for knowledge and ideas. While high-skilled immigrants in the United States represent a much smaller proportion of the workforce than they do in countries such as Australia, Canada, and the United Kingdom, these immigrants have an important role in spurring innovation and economic growth in all countries and filling shortages in the domestic labor supply. This report summarizes the proceedings of a Fall 2014 workshop that focused on how immigration policy can be used to attract and retain foreign talent. Participants compared policies on encouraging migration and retention of skilled workers, attracting qualified foreign students and retaining them post-graduation, and input by states or provinces in immigration policies to add flexibility in countries with regional employment differences, among other topics. They also discussed how immigration policies have changed over time in response to undesired labor market outcomes and whether there was sufficient data to measure those outcomes.
