One of the noteworthy global achievements of the past two decades has been the remarkable increase in thenumber of children attending school and the number of children completing the primary cycle. As more children start school, the focus has shifted toward the quality of their education--on true learning, not just schooling. The critical role played by teachers to enhance the quality of education is especially salient in a populous, geographically dispersed, and culturally diverse country such as Indonesia. With close to three million teachers, Indonesia has one of the largest and most diverse cadres of educators in the world. The comprehensive Teacher and Lecturer Law, approved by the Indonesian government in 2005, radically reformed the management and development of those teachers. Teacher Reform in Indonesia: The Role of Politics and Evidence in Policy Making features a comprehensive analysis of the teaching profession and the impact of recent reforms, which included the doubling of a teacher's basic pay once he/she satisfies the conditions necessary for certification--a factor that has improved the status ofteachers and attracted better candidates to teacher training institutions. This book provides a description of the political and economic context in which the reform was developed and implemented as wellas an analysis of how the reform affected teacher quality and student outcomes. Working within the notion of the democratic public sphere, 'Public Sentinel: News Media and Governance Reform' emphasizes the institutional or collective roles of the news media as watchdogs over the powerful, as agenda setters calling attention to social needs in natural and human-caused disasters and humanitarian crises, and as gatekeepers incorporating a diverse and balanced range of political perspectives and social actors. Each is vital to making democratic governance work in an effective, transparent, inclusive, and accountable manner. Since 2011, the Arab world has seen a number of autocrats, including leaders from Tunisia, Egypt, Libya, and Yemen, fall from power. Yet, in the wake of these political upheavals, only one state, Tunisia, transitioned successfully from authoritarianism to democracy. Opposition parties forged a durable and long-term alliance there, which supported democratization. Similar pacts failed in Morocco and Mauritania, however. In Why Alliances Fail, Buehler explores the circumstances under which stable, enduring alliances are built to contest authoritarian regimes, marshaling evidence from coalitions between North Africa’s Islamists and leftists. Buehler draws on nearly two years of Arabic fieldwork interviews, original statistics, and archival research, including interviews with the first Islamist prime minister in Moroccan history, Abdelilah Benkirane. Introducing a theory of alliance durability, Buehler explains how the nature of an opposition party’s social base shapes the robustness of alliances it builds with other parties. He also examines the social origins of authoritarian regimes, concluding that those regimes that successfully harnessed the social forces of rural isolation and clientelism were most effective at resisting the pressure for democracy that opposition parties exerted. With fresh insight and compelling arguments, Why Alliances Fail carries vital implications for understanding the mechanisms driving authoritarian persistence in the Arab world and beyond.

The State of the Nations is a collection of essays evaluating the political, social, and economic development of independent African states in the 1960s. The effort to employ the notion of constraint as a conceptual tool in analyzing African politics reflects an attempt to move away from evaluative terms such as development and modernization or decay and breakdown. Development, which has an implicit suggestion of social progress and constitutional government, seems inappropriate for the study of the wide array of political phenomena found in African states. Terms such as breakdown and decay—with an equally broad suggestion of disruption, disunity, and instability—seem equally inappropriate. The vantage point of the authors in this volume is primarily political, but their understanding of African development encompasses the social and economic spheres as well. The constraints that impede achievement of African objectives are varied, and many, of course, are not political. Geographical factors, for example, are supremely relevant in accounting for the availability of natural resources. The principal justification for emphasizing political rather than other constraints is the extent to which political will and political action can stimulate development in spite of other obstacles.
