Experience with recent disaster recovery efforts highlights the need for additional guidance, structure and support to improve how we as a Nation address recovery challenges. This experience prompts us to better understand the obstacles to disaster recovery and the challenges faced by communities that seek disaster assistance. The National Disaster Recovery Framework (NDRF) is a guide to promote effective recovery, particularly for those incidents that are large-scale or catastrophic. The NDRF provides guidance that enables effective recovery support to disaster-impacted States, Tribes and local jurisdictions. It provides a flexible structure that enables disaster recovery managers to operate in a unified and collaborative manner. It also focuses on how best to restore, redevelop and revitalize the health, social, economic, natural and environmental fabric of the community and build a more resilient Nation. The NDRF defines: Core recovery principles; Roles and responsibilities of recovery coordinators and other stakeholders; A coordinating structure that facilitates communication and collaboration among all stakeholders; Guidance for pre- and post-disaster recovery planning; The overall process by which communities can capitalize on opportunities to rebuild stronger, smarter and safer. These elements improve recovery support and expedite recovery of disaster-impacted individuals, families, businesses and communities. While the NDRF speaks to all who are impacted or otherwise involved in disaster recovery, it concentrates on support to individuals and communities. The NDRF introduces four new concepts and terms: Federal Disaster Recovery Coordinator (FDRC); State or Tribal Disaster Recovery Coordinators (SDRC or TDRC); Local Disaster Recovery Managers (LDRM); Recovery Support Functions (RSFs). The FDRC, SDRC, TDRC and LDRM provide focal points for incorporating recovery considerations into the decisionmaking process and monitoring the need for adjustments in assistance where necessary and feasible throughout the recovery process. The RSFs are six groupings of core recovery capabilities that provide a structure to facilitate problem solving, improve access to resources, and foster coordination among State and Federal agencies, nongovernmental partners and stakeholders. The concepts of the FDRCs, SDRCs, TDRCs and RSFs are scalable to the nature and size of the disaster. The NDRF aligns with the National Response Framework (NRF). The NRF primarily addresses actions during disaster response. Like the NRF, the NDRF seeks to establish an operational structure and to develop a common planning framework. Fundamentally, the NDRF is a construct to optimally engage existing Federal resources and authorities, and to incorporate the full capabilities of all sectors in support of community recovery. The effective implementation of the NDRF, whether or not in the context of a Robert T. Stafford Disaster Relief and Emergency Assistance Act (Stafford Act) declaration, requires strong coordination across all levels of government, NGOs and the private sector. It also requires an effective, accessible public information effort so that all stakeholders understand the scope and the realities of recovery. The NDRF provides guidance to assure that recovery activities respect the civil rights and civil liberties of all populations and do not result in discrimination on account of race, color, national origin, religion, sex, age or disability. Understanding legal obligations and sharing best practices when planning and implementing recovery strategies to avoid excluding groups on these bases is critical. The NDRF is a guide to promote effective recovery. It is a concept of operations and not intended to impose new, additional or unfunded net resource requirements on Federal agencies.

Health systems and assets are a large part of the critical infrastructure of any community and are vital not only for the safety and well-being of its citizens, but also for the economic vitality, quality of life, and livelihood of the entire community. As part of its ongoing mission to foster dialogue among stakeholders and to confront the challenges inherent in ensuring the nation's health security, the Institute of Medicine (IOM) Forum on Medical and Public Health Preparedness for Catastrophic Events sponsored a town hall session at the 2012 Public Health Preparedness Summit. This event took place February 21-24 in Anaheim, California. In this session sponsored by the IOM, the focus of discussion was sustaining health care delivery beyond the initial response to a disaster and facilitating the full long-term recovery of the local health care delivery systems. Many elements required for recovery are also fundamental to the day-to-day operations of these systems. Investing in improved health care delivery systems, both financially and through collaborative capacity building, can enhance economic development and growth before a disaster, and also prove instrumental in sustaining services and recovering after a disaster. Post-Incident Recovery Considerations of the Health Care Service Delivery Infrastructure serves as a summary of the session and explains the value of regional capacity building; the importance of interagency, intergovernmental, and public-private collaboration; and the significant role that health care coalitions can play in ensuring resilient communities and national health security.

In the devastation that follows a major disaster, there is a need for multiple sectors to unite and devote new resources to support the rebuilding of infrastructure, the provision of health and social services, the restoration of care delivery systems, and other critical recovery needs. In some cases, billions of dollars from public, private and charitable sources are invested to help communities recover. National rhetoric often characterizes these efforts as a "return to normal." But for many American communities, pre-disaster conditions are far from optimal. The failure to plan for disaster recovery results in a process of rebuilding that often presages the next disaster. It also limits the collective maximization of governmental, nonprofit, and private resources, including those resources that are available at the community level. After Hurricanes Irma and Maria caused widespread destruction across the U.S. Commonwealth of Puerto Rico, FEMA tasked the Homeland Security Operational Analysis Center (HSOAC) to work with the government of Puerto Rico, federal agencies, and other stakeholders to write a congressionally mandated economic and disaster recovery plan. This report summarizes HSOAC's strategic planning process to support the government of Puerto Rico in its development of the recovery plan. The HSOAC team developed nearly 300 potential recovery actions (courses of action) that Puerto Rico could take to repair damage from the hurricanes and address longer-term economic recovery needs. The courses of action delineate potential activities, policies, programs, and strategies designed to further the goals prioritized by the government of Puerto Rico and other stakeholders. Each individual course of action describes an approach to addressing a problem associated with hurricane damage or with a preexisting condition that inhibits economic recovery. To develop the courses of action, the HSOAC team aligned 12 teams with the FEMA sectors supporting the National Disaster Recovery Framework, ranging from water to housing. For each course of action, the team estimated the costs that would likely be incurred and identified potential sources of funding for implementation. The extent of the hurricane damage, combined with the preexisting economic challenges, meant that the recovery actions identified covered every aspect of a modern economy. The hundreds of courses of action represent complex actions that need to be understood in context with how they redress these challenges, with insights into how they connect with the key interests of inclusiveness and innovation, what their contributions will be toward meeting the strategic objectives that the governor of Puerto Rico identified, and their impact on the total cost of the plan. To help the government of Puerto Rico select a cohesive and effective set of courses of action for its recovery plan, the HSOAC team bundled these courses of action into portfolios and developed a unique decision support tool to summarize and synthesize possible options. Ultimately, the analysis and support provided by the HSOAC team facilitated the governor's final decision on which courses of action and portfolios to select, but neither HSOAC nor the decision support engagements exclusively determined the content of the final recovery plan.
