This volume analyzes the impact of public policy on the knowledge economies and higher education systems of Organisation for Economic Co-operation and Development (OECD) countries, including Australia, Canada, Japan, Finland, Germany, the Netherlands, the United Kingdom, and the United States, as well as the overall European Union. Given that innovation is a national economy’s most valuable asset in today’s global marketplace, countries are investing more than ever in academic research, doctoral education, and the process of knowledge transfer. Policymakers now perceive the academic enterprise as a means of sustaining international competitiveness, and newly implemented national innovation policies represent a marked shift away from traditional science and technology policies. The contributors examine this new relationship between higher education and national systems of innovation, posing important questions: How is public policy affecting academic research? How are postsecondary institutions responding? The book concludes with a careful assessment of the effectiveness of current national innovation policy on higher education systems. Bolstered by the latest economic research on higher education, this book will be read by researchers and policymakers worldwide.

"Scientific research has enabled America to remain at the forefront of global competition for commercially viable technologies and other innovations. For more than 65 years, the United States has led the world in science and technology. Discoveries from scientific research have extended our understanding of the physical and natural world, the cosmos, society, and of humans - their minds, bodies, and economic and other social interactions. Through these discoveries, science has enabled longer and healthier lives, provided for a better-educated citizenry, enhanced the national economy, and strengthened America's position in the global economy. At a time of budget stringency, how can we foster scientific innovation to ensure America's unprecedented prosperity, security, and quality of life? Although many studies have investigated the impacts of research on society, Furthering America's Research Enterprise brings to bear a fresh approach informed by a more holistic understanding of the research enterprise as a complex, dynamic system. This understanding illuminates why America's research enterprise has historically been so successful; where attention should be focused to increase the societal benefits of research investments; and how those who make decisions on the allocation of funds for scientific research can best carry out their task. This report will be of special interest to policy makers who support or manage the research enterprise, to others in public and private institutions who fund research, to scholars of the research enterprise, and to scientists and engineers who seek to better understand the many pathways through which their research benefits society."--Publisher's description.

What next-generation scholars need to know in order to thrive, and how they can actively participate in shaping the academic research enterprise. The academic research enterprise is highly complex, involving multiple sectors of society and a vast array of approaches. In Demystifying the Academic Research Enterprise, Kelvin K. Droegemeier shows next-generation scholars across all disciplines how to become more productive earlier in their career, as well as how to help shape the academic research enterprise. The topics covered include public perceptions of scholarly work and its use in policy; understanding the big picture of funding and national priorities as well as identifying funding sources; research methods; collecting data and materials; writing grant proposals; publishing results; ethical conduct; bias and peer review; intellectual property and compliance regulations; partnerships and collaboration; diversity, equity, and inclusion; and the future of research. Droegemeier’s two principal goals are to enhance and accelerate scholars’ understanding of the academic research process and to democratize that understanding, particularly at institutions that traditionally are underrepresented or lack robust resources. While intended for undergraduate and graduate students, postdoctoral scholars, and early career faculty, Demystifying the Academic Research Enterprise is also relevant to mid-career and senior faculty, research administrators, funding organizations, congressional staff, policymakers, and the general public. Droegemeier places scholars in a broader national and international context—not as passive recipients of the existing system but as key actors who actively participate in helping to set priorities, determine policies, drive systemic change, and advance knowledge.

Research universities are critical contributors to our national research enterprise. They are the principal source of a world-class labor force and fundamental discoveries that enhance our lives and the lives of others around the world. These institutions help to create an educated citizenry capable of making informed and crucial choices as participants in a democratic society. However many are concerned that the unintended cumulative effect of federal regulations undercuts the productivity of the research enterprise and diminishes the return on the federal investment in research. Optimizing the Nation's Investment in Academic Research reviews the regulatory framework as it currently exists, considers specific regulations that have placed undue and often unanticipated burdens on the research enterprise, and reassesses the process by which these regulations are created, reviewed, and retired. This review is critical to strengthen the partnership between the federal government and research institutions, to maximize the creation of new knowledge and products, to provide for the effective training and education of the next generation of scholars and workers, and to optimize the return on the federal investment in research for the benefit of the American people.

Reforming Higher Education written by Christine Musselin and has been published by Springer Science & Business Media this book supported file pdf, txt, epub, kindle and other format this book has been release on 2013-10-07 with Education categories.

This book analyzes the reforms that led to a differentiated landscape of higher education systems after university practices and governance were considered poorly adapted to contemporary settings and to their new missions. This has led to a growing institutional differentiation in many higher education systems. This differentiation has certainly contributed to making the institutional landscape more diverse across and within higher education systems. This book covers this diversity. Each part corresponds to a different but complementary way of looking at reforms and highlights what can be learnt on specific cases by adopting a specific perspective. The first part analyzes the ongoing reforms and their evolution, identifies their internal contradictions, as well as the redefinitions and reorientations they experience, and reveals the ideas, representations, ideologies and theories on which they are built. The second part includes comparison between countries but also other comparative perspectives such as how one reform is developed in different regions of the same country, as well as how comparable reforms are declined to different sectors. The last part addresses the impact of the reforms. What is known about the effectiveness of such instruments on higher education systems? This part shows that reforms provoke new power games and reconfigure power relations.
