The slowdown of growth in Western industrialized nations in the last twenty years, along with the rise of Japan as a major economic and technological power (and enhanced technical sophistication of Taiwan, Korea, and other NICs) has led to what the authors believe to be a "techno-nationalism." This combines a strong belief that technological capabilities of a nation;s firms are a key source of their competitive process, with a belief that these capabilities are in a sense national, and can be built by national action. This book is about these national systems of technical innovation. The heart of the work contains studies of seventeen countries--from large market-oriented industrialized ones to several smaller high income ones, including a number of newly industrialized states as well. Clearly written, this work highlights institutions and mechanisms which support technical innovation, showing similarities, differences, and their sources across nations, making this work accessible to students as well as the scholars of innovation.

This anthology examines national systems of technical innovation. An introductory chapter provides an overview of the principal topics in current discussion of industrial and technology policy. Innovation is defined as the processes by which firms master and put into practice product designs and manufacturing processes that are new to them. A wide range of factors, organizations, and policies influence the capabilities of a nation's firms to innovate. Technology and pure science are distinguished, and the social institutions that play a role in innovation are examined. These include industrial and government research laboratories, research universities, and industrial policy agencies. These institutions provide the core for the analyses of national innovation systems. Individual chapters are devoted to six large high-income countries (France, Italy, Japan, the U.S., the U.K., and West Germany), four smaller high-income countries (Australia, Canada, Denmark, and Sweden), and five lower income countries (Argentina, Brazil, Israel, Korea, and Taiwan). Each chapter is a detailed description of each country's structure and behavior in the development of product and process technologies, and catalogues the innovation strategies of each country, covering topics including historical analysis of technological development, breakdown of industries, and investigation of these institutions in terms of R&D expenditures and their influence. Differences in the innovative patterns include size and resource endowments, national security considerations, and historical and social beliefs. Factors leading to effective innovative performance include strong core competencies, high-quality education and training, and stable and facilitative economic and trade policies. A final retrospective chapter compares and contrasts the various innovation systems. It assesses whether identifying an innovation system is useful, considers whether national institutions matter when commerce and technology are becoming transnational, and reflects on the future of national systems in such a world. The success of Asian economies (first Japan, then Taiwan, South Korea, Singapore, Hong Kong and, more recently, China and India) has made it tempting to look for an Asian model of development. However, the strength of Asian development lies less in strategies that reproduce successful national systems of innovation and more in the capacity for institutional change to open up new development trajectories with greater emphasis on knowledge and learning. The select group of contributors demonstrate that although there are important differences among Asian countries in terms of institutional set.

Globalization and technological innovation have greatly enhanced the free mobility of currencies, commodities, services, information, jobs and people; yet this can also cause gaps in regional development and create uneven wealth in minority economies. Social Innovation and Business in Taiwan links the ultimate goal of the common good by connecting people not just through technology, but through new forms of organization. Based on five major research cases observed in Taiwan, this book introduces the core concept of a social innovation system to show how the common good can be established, adapted and diffused across communities, societies and national boundaries. By identifying effective and sustainable ways to create social value, this innovation system shows a universally true way to lead to a more humane global society.

Before the arrival of the twenty-first century, Taiwan was widely regarded as a successful model of a country which had not only transformed herself from an underdeveloped economy into a high-tech industrialised island, but had also undergone a revolution from an authoritarian regime to a democratic one. Taiwan is now experiencing a significant economic slowdown and facing multifaceted challenges including low productivity, stagnant innovation culture of small and medium-sized enterprises, ageing population, sustainable energy mix, pension reform, upgrading of human resources, devising competition policy to provide incentives for innovation as well as to limit abuses from monopolies, warding off competition from countries with lower labour cost and managing complicated cross-Strait relationship with China. The edited book looks at Taiwan’s past successful development model, summarises Taiwan’s current situation, outlines the future challenges beyond the year 2020 and provides policy recommendations in the aforementioned aspects. The contributors of this volume are accomplished veteran scholars in the fields. Several of them used to be policy-makers at the level of ministers or deputy ministers. The book offers not only academic contribution but policy-relevant insights.
