Why adopt a poststructural perspective when reading about the military strategy of national missile defence (NMD)? Certainly, when considering how best to defend the U.S. against attack by intercontinental ballistic missiles, the value of critical international relations theory may be easy to overlook. So, how might the insight of scholars such as Michel Foucault contribute to our understanding of the decision-making processes behind NMD policy? The deployment of national missile defence (NMD) is a sensitive political issue. Official justification for the significance of the NMD system is based upon strategic feasibility studies and conventional threat predictions guided by worst-case scenarios. However, this approach fails to address three key issues: the ambiguous and uncertain nature of the threat to which NMD responds; controversy over technological feasibility; and concern about cost. So, in light of these issues, why does NMD continue to stimulate such considerable interest and secure ongoing investment? Presented as an analysis of discourses on threats to national security -- around which the need for NMD deployment is predominately framed -- this book argues that the preferences underlying NMD deployment are driven by considerations beyond the scope of strategic approaches and issues. The conventional wisdom supporting NMD is contested using interpretive modes of inquiry provided by critical social theory and poststructuralism, and it is suggested that NMD strategy should be viewed in the context of U.S. national identity. This book seeks to establish a dialogue between the fields of critical international relations theory and U.S. foreign policy, by illustrating how the concept of national identity can be used to interpret contemporary military-strategic practice.

American politicians have long been troubled by the question of whether or not to deploy a national missile defense system. The argument has focused upon the questions of cost, both political and fiscal, plus the reliability of the technologies. This study places that debate within the context of an ongoing controversy over the direction of American foreign and defense policy since the 1950s. Since that time several distinct worldviews (labeled Believers, Pragmatists, and Wilsonians) have been articulated, views which predetermine decision-makers' positions on national missile defense. Those worldviews structure how technology tests and costs are evaluated regardless of outcomes. Politics, not technological proficiency, drives policy decisions. In effect, the debate has been a dialogue of the deaf and blind wherein each perceives only that which fits their predetermined views. This controversy raises questions regarding the use of deterrence as the basis for national policy and the role of technology in making such decisions. Handberg places this debate within the historical flow of events, dating back to the first inkling that national missile defense might be possible. The arrival of the George W. Bush administration moves national missile defense to the forefront with the question of deployment now considered a near reality.

This book examines the transformation in US thinking about the role of Ballistic Missile Defence (BMD) in national security policy since the end of the Cold War. The evolution of the BMD debate after the Cold War has been complex, complicated and punctuated. As this book shows, the debate and subsequent policy choices would often appear to reflect neither the particular requirements of the international system for US security at any given time, nor indeed the current capabilities of BMD technology. Ballistic Missile Defence and US National Security Policy traces the evolution of policy from the zero-sum debates that surrounded the Strategic Defense Initiative as Ronald Reagan left office, up to the relative political consensus that exists around a limited BMD deployment in 2012. The book shows how and why policy evolved in such a complex manner during this period, and explains the strategic reasoning and political pressures shaping BMD policy under each of the presidents who have held office since 1989. Ultimately, this volume demonstrates how relative advancements in technology, combined with growth in the perceived missile threat, gradually shifted the contours and rhythm of the domestic missile defence debate in the US towards acceptance and normalisation. In our wired world, visual images of military conflict and political strife are ubiquitous. Far less obvious, far more elusive, is how we see such images, how witnessing military violence and suffering affects us. Distant Wars Visible brings a new perspective to such enduring questions about conflict photography and other forms of visual advocacy, whether in support of U.S. military objectives or in critique of the nation at war. At the book’s center is what author Wendy Kozol calls an analytic of ambivalence—a critical approach to the tensions between spectacle and empathy provoked by gazing at military atrocities and trauma. Through this approach, Distant Wars Visible uses key concepts such as the politics of recoil, the notion of looking elsewhere, skeptical documents, and ethical spectatorship to examine multiple visual cultural practices depicting war, on and off the battlefield, from the 1999 NATO bombings in Kosovo to the present. This book assesses the role of identity and Chinese face culture in Chinese foreign policy by analyzing China’s political and economic retaliation against South Korea’s deployment of the THAAD (Terminal High Altitude Area Defense) system on its soil. By examining the history and military action of China, Japan, and North and South Korea, the book argues that China’s divergent responses were caused by different expectations according to whether states had a perceived identity as a friend or a rival. The author demonstrates that Chinese face culture shapes China’s reaction to others through three dynamics of seeking, saving, and losing face.
