This book provides the historical and political context for the security interventions in Mali over the past three decades. The work contextualizes external military engagement (including that of the United States, France, the United Nations and G5 Sahel) within the broader framework of weak democratic consolidation, unmet development goals and increasing popular perceptions of widespread corruption in Mali. Over the past three decades, there have been four military coups in Mali: the military coup in 1991 launched the Third Republic; the 2012 coup toppled elected President Touré; the 2020 coup overthrew the elected President Keita; and the coup within a coup that ousted transitional President Bah. Given the political context, how do multiple international interventions relate to insecurity and instability in the country? Drawing on the author’s thirty years of research on Mali, this work examines the relationship between external intervention in the country, domestic actors, and decentralization policies. This book critically examines peacebuilding, humanitarian intervention and peace operation practices and experiences in francophone spaces. Francophone Africa as a specific space is relatively little studied in the peace and security literature, despite the fact that almost half of all peacekeepers are deployed or were deployed in this part of Africa during the last decade. It is an arena for intervention that deserves more serious attention, if only because it provides fertile ground for exploring the key questions raised in the peacekeeping and peacebuilding literature. For instance, in 2002 a French operation (Licorne) was launched and in 2003 a UN force was deployed in Côte d’Ivoire alongside the French force there. Filling a gap in the current literature, Peace Operations in the Francophone World critically examines peacekeeping and peacebuilding practices in the francophone world, including but not limited to conflict prevention and resolution, security sector reform (SSR), francophone politics, and North–South relations. The book explores whether peace and security operations in francophone spaces have exceptional characteristics when compared with those carried out in other parts of the world and assesses whether an analysis of these operations in the francophone world can make a specific and original contribution to wider international debates about peacekeeping and peacebuilding. Although the financial sustainability of United Nations (UN) support to institutional capacity building in post-conflict contexts may be the least analysed topic on the peacebuilding agenda, understanding the costs of rebuilding and maintaining the security sector should be one of the most important priorities for security sector reform (SSR) practitioners today. Through innovative partnerships between the UN and the World Bank, a new and important practice area in public financial management of the security sector is beginning to take shape. This paper traces the new demands placed on peacekeeping operations to “get more bang for every peacekeeping buck”, and explores how to match SSR priorities and recurring costs in the security sector with available resources over the long term. In presenting the lessons learned from the security sector public expenditure review conducted by the UN and the World Bank in Liberia in 2012, the first such review jointly undertaken by the two organizations, the paper seeks to illustrate how the discussion on right-sizing of the security sector can go hand in hand with a discussion on right-financing in order to help prioritize key reforms pragmatically in light of the available fiscal space. Specifically, the paper provides SSR practitioners with insights into the challenges often encountered when assisting national authorities to address the political economy of SSR, and how to navigate those dilemmas.
