Presidential Policy Directive 8: National Preparedness (PPD-8) describes the Nation's approach to preparing for the threats and hazards that pose the greatest risk to the security of the United States. National preparedness is the shared responsibility of our whole community. Every member contributes, including individuals, communities, the private and nonprofit sectors, faith-based organizations, and Federal, state, and local governments. We describe our security and resilience posture through the core capabilities that are necessary to deal with great risks, and we will use an integrated, layered, and all-of-Nation approach as our foundation. We define success as: “A secure and resilient Nation with the capabilities required across the whole community to prevent, protect against, mitigate, respond to, and recover from the threats and hazards that pose the greatest risk.” Using the core capabilities, we achieve the National Preparedness Goal by: Preventing, avoiding, or stopping a threatened or an actual act of terrorism; Protecting our citizens, residents, visitors, and assets against the greatest threats and hazards in a manner that allows our interests, aspirations, and way of life to thrive; Mitigating the loss of life and property by lessening the impact of future disasters; Responding quickly to save lives, protect property and the environment, and meet basic human needs in the aftermath of a catastrophic incident; Recovering through a focus on the timely restoration, strengthening, and revitalization of infrastructure, housing, and a sustainable economy, as well as the health, social, cultural, historic, and environmental fabric of communities affected by a catastrophic incident. The core capabilities contained in the Goal are the distinct critical elements necessary for our success. They are highly interdependent and will require us to use existing preparedness networks and activities, improve training and exercise programs, promote innovation, and ensure that the administrative, finance, and logistics systems are in place to support these capabilities. The capability targets—the performance threshold(s) for each core capability—will guide our allocation of resources in support of our national preparedness. Individual and community preparedness is fundamental to our success. By providing the necessary knowledge and skills, we seek to enable the whole community to contribute to and benefit from national preparedness. This includes children, individuals with disabilities and others with access and functional needs, diverse communities, and people with limited English proficiency. Their needs and contributions must be integrated into our efforts. Each community contributes to the Goal and strengthens our national preparedness by preparing for the risks that are most relevant and urgent for them individually. We have made great progress in building and sustaining our national preparedness. The Goal builds on these achievements, but our aspirations must be even higher to match the greatest risks facing our Nation. As we prepare for these challenges, our core capabilities will evolve to meet those challenges.

Our Nation faces a wide range of threats and hazards, including acts of terrorism, cyber attacks, pandemics, and catastrophic natural disasters. Communities can address the risks these threats and hazards pose by working together using a systematic approach that builds on proven preparedness activities. The National Preparedness System builds on these activities and enables the Nation to meet the National Preparedness Goal. This document summarizes the components of the National Preparedness System, which include: identifying and assessing risk, estimating the level of capabilities needed to address those risks, building or sustaining the required levels of capability, developing and implementing plans to deliver those capabilities, validating and monitoring progress, and reviewing and updating efforts to promote continuous improvement. Presidential Policy Directive 8 (PPD-8) describes the Nation's approach to national preparedness. The National Preparedness Goal is the cornerstone for the implementation of PPD-8; identified within it are the Nation's core capabilities across five mission areas: Prevention, Protection, Mitigation, Response, and Recovery. The National Preparedness System is the instrument the Nation will employ to build, sustain, and deliver those core capabilities in order to achieve the goal of a secure and resilient Nation. The guidance, programs, processes, and systems that support each component of the National Preparedness System enable a collaborative, whole community approach to national preparedness that engages individuals, families, communities, private and nonprofit sectors, faith-based organizations, and all levels of government. The National Preparedness System builds on current efforts, many of which are established in the Post-Katrina Emergency Management Reform Act and other statutes. Through the implementation of the National Preparedness System, these efforts will be integrated to be more efficient and effective, supporting our Nation's ability to confront any threat or hazard. Where needed, new tools and processes will be developed to meet the challenges of each mission area. Implementing the National Preparedness System will be a multi-year effort requiring contributions from the entire Nation.

The Nation has made measurable strides toward improving preparedness for the full range of hazards at all levels of government and across all segments of society. National preparedness has improved not only for the countless threats posed by those who wish to bring harm to the American homeland but also for the many natural and technological hazards that face the Nation's communities. Presidential Policy Directive 8: National Preparedness (PPD-8) describes the Nation's approach to preparing for the threats and hazards that pose the greatest risk to the security of the United States. The Directive requires a National Preparedness Report (NPR), an annual report summarizing the progress made toward building, sustaining, and delivering the 31 core capabilities described in the National Preparedness Goal (the Goal). As the NPR coordinator, the U.S. Department of Homeland Security's (DHS's) Federal Emergency Management Agency (FEMA) worked with the full range of whole community partners—including all levels of government, private and nonprofit sectors, faith-based organizations, communities, and individuals—to develop the NPR. Specifically, FEMA collaborated with federal interagency partners to identify quantitative and qualitative performance and assessment data for each of the 31 core capabilities. In addition, FEMA integrated data from the 2011 State Preparedness Reports (SPRs), statewide self-assessments of core capability levels submitted by all 56 U.S. states and territories through a standardized survey. Finally, FEMA conducted research to identify recent, independent evaluations, surveys, and other supporting data related to core capabilities. FEMA synthesized, reviewed, and analyzed all of these data sources in order to derive key findings that offer insight on critical issues in preparedness, including areas where the Nation has made progress and where areas of improvement remain. During the development of specific core capability key findings, eight broader trends in national preparedness emerged. As shown below, these overarching key findings synthesize information from across multiple core capabilities and mission areas and reflect national-level results on preparedness progress and gaps. With the September 2011 release of the Goal, the Nation is transitioning to a new set of core capabilities. As a result, whole community partners are updating their efforts to collect, analyze, and report preparedness progress according to the Goal's core capabilities and preliminary targets. The 2012 NPR therefore relies on a range of existing assessment approaches and associated quantitative and qualitative data to present the Nation's preparedness progress and to report key findings. Assessment processes, methodologies, and data will evolve in future years to align more directly with the Goal and its capabilities. Efforts are already underway to refine the Goal's capabilities and preliminary targets; future efforts will focus on developing agreed-upon measures and assessment methodologies that will guide the annual development of the NPR.
